Tenders Are Invited For Northern Endeavour Technical And Project Support Services Team Close Date & Time: 14-Mar-2023 2:00 Pm (Act Local Time) Atm Type: Request For Tender Timeframe For Delivery: April 2023-February 2024 (Plus Options 2 X 6Mths) Description: The Northern Endeavour Branch (Neb) Was Established In March 2020 To Investigate And Progress A Long-Term Handling Strategy For The Northern Endeavour Fpso And Associated Laminaria-Corallina Field Facilities And Infrastructure Due To Disclaiming Of Certain Property By Timor Sea Oil And Gas Australia Pty Ltd (Tsoga). The Fpso Is Permanently Moored In 380M Of Water In The Timor Sea, Approximately 550Km Wnw From Darwin, Australia And 250Km Ese From Kupang, West Timor. The Fpso Is Located In Block Ac/L5 Within The Australian CommonwealthS Territory Of The Ashmore And Cartier Islands. The Field Is Located In A Water Depth Range Between 356M At Laminaria To 410M At Corallina. This Requires The Use Of Driverless Tie-In And Intervention Techniques For Maintenance, Inspection And Field Development. In Non-Production Mode, The Now Redundant Production System Comprises A Network Of Subsea Wells Tied Back To The Permanently Moored Vessel Unit Through A System Of Subsea Manifolds, Flowlines, Umbilicals, And Dynamic Risers. Produced Oil Was Stored Onboard The Vessel And Unloaded Via Offtake Tankers Using A Tandem Mooring System. The Fpso Is Shut In With No Further Production Being Undertaken. The Facility Is Depressurised, And All Wells Are Shut In With Subsurface Safety Valves Closed. The Department Of Industry, Science, And Resources (Disr) Is Seeking The Services Of One Or More Suitably Qualified Contractors To Provide Technical And Project Support Services. The Technical And Project Support Services (Tpss) Team Will Form Part Of The Northern Endeavour Decommissioning (Nedcom) Project Team Engaged In The Disconnection And Removal Of The Northern Endeavour Floating Production Storage And Offloading (Fpso) From The Laminaria-Corallina Fields. The Tpss Team Will Provide Technical And Regulatory Advice, Project Controls, Assurance, And Verification Services As Required. The Tpss Team Will Be Responsible For Providing Reliable And Timely Information To Enable The Nedcom Project To Enable Timely Decision Making To Support Effectively The Planning, Management, And Execution Of The Program. It Is Expected That The Tpss Team Will Provide Support On Key Areas Being: I. Project Coordination: Including Provision Of Schedules, Cost Analysis And Reporting, Variance Analysis, And Conduct Necessary Project Control Duties To Ensure The Project Leadership Has Access To Data Analysis For Monitoring Project Execution And Performance. Ii. Regulatory And Ehs: Including Providing Assurance Advice To Disr To Manage DisrS And Contractor Compliance With Environmental Regulatory And Required Management Standards. Iii. Technical And Quality Assurance: Including Providing Advice And Assurance To Disr In Relation To Key Decommissioning Activities, Contract Compliance, And Application Of Industry Best Practices. Iv. Contract Management: Including Managing The Contractual Oversight Of PfmlS Execution Of The Phase 1 Services. V. Offshore Representative: Including Providing A Neb Presence On The Facility And Providing Key Inputs Relating To Verification And Assurance Of Contractor Offshore Activities And Enables A Direct Escalation Path For Offshore Issues Requiring Rapid Decisions.
