Evaluation Consultancy Services - Interim Evaluation Of The Implementation Of Interreg Vi-A Cross-Border Cooperation Programs 2021-2027 Co-Financed By The Instrument For Pre-Accession Assistance (Bulgaria - Serbia, Bulgaria - North Macedonia And Bulgaria - Turkey), Including The Territorial Strategy For Integrated Development To Each Of The Programs. The Subject Of The Public Procurement Is: Interim Evaluation Of The Implementation Of The Interreg Vi-A Programs For Cross-Border Cooperation 2021-2027, Co-Financed By The Instrument For Pre-Accession Assistance (Bulgaria-Serbia, Bulgaria-North Macedonia And Bulgaria-Turkey), Including The Territorial Strategy For Integrated Development For Each Of The Programs. ​​​​​​​​​The Main Tasks Of The Service Provider Is To Carry Out An Interim Evaluation Of The Three Cross-Border Cooperation Programs. The Interim Evaluation Should Cover The Period From The Approval Of The Relevant Program By The Ec Until 31.12.2025. The Interim Evaluation Should Cover The Entire Program And Include The Entire Territory Of The Studied Program, Including The Target Regions Of Bulgaria And The Partner Country. The Mid-Term Evaluation Must Cover The Five Mandatory Evaluation Criteria Set Out In The Better Regulation Guidelines And Set Out In Regulation (Eu) 2021/1060 (Relevance, Effectiveness, Efficiency, Coherence And Eu Added Value). The Evaluation Of Each Program Should Examine The Following Thematic Areas: Task 1: Evaluation Of The Progress Of Each Of The Three Programs Towards Achieving Its Goals And Indicators, Incl. Those Of The Relevant Territorial Strategy For Integrated Development Task 2: Evaluation Of The Program Management System
