The Logistics Department Of The Defense Forces (Hereafter Procurement Unit) Is Requesting An Application For Participation In The Procurement Of The Satkat System For The Defense Forces In Accordance With This Request For Application For Participation And Its Appendices. The Object Of The Acquisition Is The Satkat Information System For The Space Situational Picture. Data Is Extracted Into The Satkat System And Transferred To The Satellite Catalog Of The Satkat System Through The Gateway To Be Implemented. The Most Important Use Cases Of The System Are Described In Appendix 4. It Includes The Demonstration And Methodology Of The Use Cases Required In The Request For Tender, Implemented By The Bidder In The Request For Tender Phase, And The Description Of The Scoring. The Document Is Made Known During The Participation Application Phase With The Aim Of Providing Companies With Information About The Key Content Of The Future Call For Tenders, And The Documents Required In Appendix 4 Do Not Need To Be Submitted As An Attachment To The Participation Application. It Enables Companies To Prepare For Offering A Technically Demanding System By Providing Information For Preliminary Analysis Of Resources, Potential Partnership And Product Needs, And Innovative Solutions. The Technical Definition And Product Structure Of The Procurement Object Is Presented In The Request For Tender. The Subject Of Procurement Is The Satkat System, The Delivery Of Which Consists Of The Following Entities 1. Production Of The Satellite Catalog 2. Production Of The System Software A. Software For The Maintenance And Use Of The Satellite Catalog B. Software For The Generation Of Snapshot Products C. Astrodynamics Calculation Engine For Generating Snapshot Products D. Astrodynamics Analysis Software E. Astrodynamics Viewing Software F. Production Of A Programming Interface (Api) (Data Export To The Catalog) 3. Gateway-Related Definition And Implementation Work As Described In The Request For Tender. 4. Right To Use Software Products 5. System Testing And Training Support 6. Production Of System Documentation 7. System Training 6. System Support And Maintenance The Delivery Will Include The Technical System, Its Installation, Integration, Testing And Approval, Documentation And Training, As Well As Support And Participation In System Installations In The Laboratory, Production Testing And Operational Environment. The Supplier Provides The Services According To The Procurement Agreement Primarily In The Finnish Language. If The Work Requires Working In The Premises Of The Defense Forces, The Candidate Undertakes To Provide The Services In The Premises Designated By The Defense Forces In Finland. In Addition To The Actual Working Premises, The Candidate Also Agrees To Provide Services In Other Finnish Defense Forces Premises, If The Finnish Defense Forces Require It. The Supplier Must Produce System Development, Integration, Maintenance, Fault And Malfunction Repair Capability In Finland In Order To Secure The Systems Military Security Of Supply. The Supplier Must Be Able To Produce These Services In Finland In All Disruption Situations, Including Exceptional Circumstances, Such As War.
