Tenders are invited for Consultancy for the Final Evaluation of the Project Resilient, Empowered, Healthy and Determined (RESPOND) - Venezuela. Closing Date: 31 Oct 2026 Type: Consultancy Background The Resilient, Empowered, Healthy and Determined (RESPOND) project is implemented in Venezuela with the purpose of improving the exercise of sexual and reproductive health and rights (SRHR) of adolescent and young women (AYW) and women of reproductive age (WRA) in the states of Anzoátegui and Miranda. The project is being implemented in nine municipalities: Simón Bolívar, Sotillo, Bruzual, Píritu, and Guanta in Anzoátegui; and Sucre, Cristóbal Rojas, Urdaneta, and Tomás Lander in Miranda. RESPOND coordinates actions aimed at strengthening demand, reducing barriers to the provision of SRHR services, and strengthening the accountability and advocacy of womens and youth-led organizations. As part of the project, a pre-post baseline study was conducted to establish initial values for the Performance Measurement Framework (PMF) indicators. The baseline study included surveys of adolescents and young people, surveys of women of reproductive age, a review of secondary data, surveys of community leaders, and an organizational impact assessment of womens and youth organizations. The baseline study was conducted between December 2024 and April 2025, reaching an effective sample of 2,239 individuals/entities: 788 adolescent and young women, 838 adolescent and young men, 422 women of reproductive age, 126 community leaders, and 65 representatives of organizations. Additionally, through the Health Center Needs Assessment (ENCS), initial values for indicators 1200b and 1220a were established in the six health facilities targeted by the project (three in Anzoátegui and three in Miranda). This measurement, carried out through structured interviews and observation with representatives responsible for infrastructure and services and supplies, was complementary to and separate from the baseline study. Since the original ENCS instrument included elements beyond those required by the measurement frameworks for these indicators, the projects technical team will review and refine the instrument for the final measurement. The evaluation will apply only the variables necessary to calculate indicators 1200b and 1220a, maintaining their definitions, calculation rules, and comparability with the initial values. Furthermore, it will delve qualitatively into changes, barriers, resource use, protocols, benchmarking, and sustainability. Toward project closure, a final mixed evaluation is required, combining: (i) the quantitative measurement of selected indicators from the MMR; and (ii) a qualitative component that analyzes the projects performance and results based on the criteria of the Development Assistance Committee (DAC) of the Organisation for Economic Co-operation and Development (OECD), complementing and explaining the quantitative findings. General objective of the consultancy: To carry out the final evaluation of the RESPOND project in Venezuela through the quantitative measurement of prioritized indicators of the MMR, and the qualitative evaluation of the performance, results, contributions and sustainability of the project based on DAC/OECD criteria (DAC), in order to generate useful evidence for accountability, learning and the design of future interventions. Specific Objectives Measure the prioritized quantitative indicators of the project at its conclusion, as established in the baseline , using the instruments applied in that measurement as a reference, with minor, duly justified adjustments. Obtain the final values of indicators 1200b and 1220a in the six targeted health facilities, through the application of an instrument revised and refined by the projects technical team that includes only the variables necessary for its calculation, preserving comparability with the initial values established through the National Survey of Health Conditions (ENCS). Compare the final results with the baseline values and/or available previous measurements and with the established goals, identifying changes, progress, setbacks, and relevant findings. Design and implement a qualitative component that allows for the evaluation of the project based on criteria of relevance, coherence, effectiveness, efficiency, impact, and sustainability, and integrate the cross-cutting analysis of gender, rights, protection, and inclusion. Analyze the projects enabling and limiting factors, including institutional, operational, community, sociocultural, gender, and contextual factors that have positively or negatively influenced its implementation and outcomes, as well as participants and key stakeholders perceptions of the projects relevance, quality, results, and sustainability. Document conclusions, lessons learned, best practices, and recommendations for future interventions in SRHR, gender equality , violence prevention and response, and community/organizational strengthening.
