Expression of Interest for Field Support for SIRAH Project Implementation in Baidoa, Southwest State Somalia remains one of the worlds most complex migration environments, shaped by protracted conflict, recurrent climate shocks, weak governance and economic fragility. With approximately 3.86 million internally displaced persons (IDPs) and large-scale mobility, Somalia is simultaneously a country of origin, transit and return. Returnees, who predominantly settle in urban centres such as Mogadishu and Baidoa, face acute reintegration challenges, including limited access to services, housing and livelihoods. Buy Maps The project Support of IDPs, Host Communities and Reintegration of Returnees in Somalia (SIRAH), implemented by GIZ from July 2026 to September 2030, aims to improve the enabling conditions for strengthening the socio-economic and psychosocial resilience of IDPs, returnees and host community members in Somalia. SIRAH works across Baidoa, Garowe, Kismayo and Mogadishu through five interlinked outputs: socio-economic inclusion, gender-responsive psychosocial support, multi-stakeholder policy dialogues, an institutionally anchored referral mechanism, and participatory small-scale community infrastructure. Baidoa, the capital of Southwest State, is a primary hub for the project and hosts activities under several of these outputs simultaneously. The security and access situation in Baidoa and its surrounding districts presents significant challenges for project implementation. Movement restrictions, a fluid security environment in peri-urban and rural areas, and periodic access constraints make it difficult for SIRAH technical personnel to be present in Baidoa on a continuous basis and to consistently engage with communities, partners and activities on the ground. SIRAH therefore intends to engage a local consulting firm/contractor to provide general, cross-cutting field support in Baidoa, ensuring continued representation, monitoring, facilitation, community engagement and reporting across the projects activities. Call for Bids GIZ is seeking a qualified local consulting firm that will work closely with the SIRAH technical team based in Mogadishu/Baidoa, report to the SIRAH M&E and Communications Advisor, and provide field-level support in the following areas: · Community presence and coordination: Facilitate SIRAHs presence at community level in Baidoa, including access, introductions, coordination and information exchange with government counterparts, community leaders and other stakeholders. The contractor will not negotiate or commit to any project positions, activities or resources on behalf of SIRAH/GIZ. · Field monitoring and verification: Observe and verify the implementation of SIRAH activities against agreed plans across all project outputs, collect evidence, and verify that goods, services, trainings and logistics procured for the project are delivered as planned and meet quality standards. · Beneficiary engagement and feedback: Mobilise communities, sensitise IDPs, returnees and host community members on complaints and feedback mechanisms, and support communication between beneficiaries, community-based organisations, local authorities and the SIRAH technical team. · Reporting and representation: Prepare regular, timely reports in English on field observations, risks and beneficiary feedback, document success stories, support the sourcing of goods, services and logistics where requested, and, when requested, attend meetings and functions in Baidoa on behalf of SIRAH and report back to the SIRAH technical team. The assignment will be implemented from 01 November 2026 to 30 September 2029. Tender Link : https://somalijobs.com/tenders
