Tenders are invited for Conduct the End of Project Evaluation of the Kze/Misereor Funded Project, Strengthening Education for School Aged Children in Gedo Region of Somalia (Serve Children Project) Phase Ii, in Luuq District, Gedo Region, Somalia Content and Format of Tenders 5.1. Content and Format of Tenders To facilitate the evaluation process, tenderers are required to submit a comprehensive proposal structured in line with the sections below. While this structure should be followed, tenderers may include additional relevant documentation to support their submission. 5.2. Administrative Details Tenderers shall provide key organisational information, including a company profile outlining history, structure, and top three current clients. Submissions must include a valid Tax Clearance Certificate, details of relevant past experience with references, and an overview of available human and technical resources. Where applicable, quality assurance documentation should be included, along with confirmation of acceptance or any comments on Trócaires General Terms and Conditions for Procurement and Supplier Code of Conduct. 5.3. Technical Details Tenderers must submit a detailed description of the proposed services in line with the requirements outlined in Section 4 and Appendix 3. This should include: An expression of interest outlining how the consultant meets the skills and experience required in the TOR. A technical proposal with a detailed methodology, sampling approach, data collection tools and analysis plan covering all evaluation questions. A detailed workplan in line with the indicative timeline. CV(s) of the lead consultant and all personnel deployed, including the field team. An organogram of the team structure (where a team or firm is proposed). Samples of previous work (maximum 10 to 20 pages) from at least two separate and related evaluation assignments. Language skills and consultancy availability. Any subcontracting arrangements and how performance and data quality will be managed. 5.4. Pricing Details Tenderers are required to provide a clear and detailed pricing structure, inclusive/excluding VAT, along with a breakdown of applicable taxes. The proposal must also specify the validity period for the quoted prices and terms. 6. General Terms and Conditions of this RFT Trócaire does not bind itself to accept the lowest priced tender. Trócaire does not guarantee exclusivity and reserves the right to engage other companies for the same services (if required) during the term of the contract. Trócaire shall be free to: o To accept the whole, or part only, of any tender. o To accept none of the proposals tendered. o To republish this Request for Tenders. In the event of not accepting any of the tender submissions received on foot of this RFT, Trócaire shall be free to make such arrangements as it considers necessary in relation to the provision of the goods/services. Trócaire will not be liable for any costs or expenses incurred in the preparation of a tender. The Contract shall be considered as a contract made in Somalia, according to Somalia law and subject to the exclusive jurisdiction of the Somalia Federal Government courts.
