Expression of Interest for Consultancy Services for Construction Supervision for the Design and Build of Katuna MukoKamuganguzi Road (104km) from Gravel to Paved (Bituminous) Standard - Lot II. The Consultant shall be responsible for the review of the Contractors design and supervision of construction works, including assisting the Ministry of Works and Transport in reviewing and approving the Contractors working drawings, supervising the civil works for road sections by ensuring that the works are completed in time within budget and meeting the acceptable engineering and safety requirements. The consultant shall also ensure compliance with road safety standards, management of environmental and social risks and impacts in line with the requirements of the Government of Uganda (GoU) and the African Development Bank (AfDB). 3. Specifically, the objective of the Consulting Services is to achieve the efficient and proper implementation of the Project through the following works: i. Review for completeness and adequacy of all survey and engineering design works performed by the Design and Build Contractor and give suggestions for improvement as per the terms of the contract between the parties. ii. Provision of the required pre-construction services aimed at ensuring a smooth project start, implementation and delivery in the context of the selected Contractors, by minimizing project risk. This shall include review of Contractors proposed methodology and where necessary reinstatement of survey controls, addressing outstanding land acquisition, undertaking of incidental designs; iii. Supervision of the proposed Muko-Katuna Road-66km and Muko-Kamuganguzi-37km road construction works, as the The Engineer under General Conditions which form part of the Conditions of Contract for the Plant and Design-Build Designed by the Employer (Yellow book) Second edition 2017 published by the Federation Internationale Des Ingenieurs Conseils (FIDIC), including during the Defects Liability Inspection, to ensure timely completion and conformity to desired standards and budget; v. Supervision of the Construction Improvement Works on the health centres of Habubare/ Rubaya in Kabale or Rubanda Districts; v. Supervision of the Construction of the Village Footbridges by Bridges to Prosperity (B2P); vi. Facilitation of Implementation of Environmental Management Plan (EMP), Environmental Monitoring Plan (EMoP) and Resettlement Action Plan (RAP). vii. To ensure high-quality construction with full compliance to the Engineering Design, Drawings, Public Technical Specifications, and other contract documents within the stipulated timelines. viii. Proposing remedial actions to minimise slippages, cost over-runs and delays by the Contractor. ix. To ensure compliance and adherence during construction to all social environmental safeguards requirements prescribed under the contract and, x. Technology Transfer. The duration of the assignment is expected to be 54 months including defects notification period of 12 months. 4. The Government of Uganda (GoU) through Ministry of Works and Transport (MoWT) now invites eligible consultancy firms to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint ventures to enhance their chances of qualification. 5. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Banks "Procurement Policy for Bank Group-Funded Operations" approved October 2015, which is available on the Banks website at http://www.afdb.org. 6.
