Tenders are invited for Right to Play is Seeking an Experienced Consultant to Develop a Pss Tool Closing Date: Tuesday, 20. Oct 2026 Intervention Sector(s): Development Remuneration range: > 6000 (USD) Duration of Contract: 3 months EQIE 2.0 project has an established evaluation methodology, including baseline and annual outcome monitoring processes that assess key child-level outcomes related to literacy and social-emotional learning (SEL). These assessments provide standardized measures of change at defined points during project implementation and form an important component of the projects overall Monitoring, Evaluation and Learning (MEL) system.Within the Lebanon context, however, childrens psychosocial well-being is influenced by rapidly changing and interconnected factors, including displacement, disruption of schooling, family and community stressors, and prolonged uncertainty. Understanding changes in psychosocial well-being therefore requires approaches that complement periodic outcome assessments with methods that can capture childrens experiences, behaviours, coping capacities, relationships and psychosocial skills in ways that are appropriate to their age and context.Right To Play in Lebanon has recently developed a PSS Framework that defines the priority psychosocial domains and skills that its programming seeks to strengthen. The next step is to operationalize this framework through a coherent set of practical, child-friendly and contextually appropriate measurement and monitoring tools. The purpose of this consultancy is therefore to develop and validate a PSS Measurement and Monitoring Tools Package that translates the Lebanon PSS Framework into practical approaches for assessing and tracking psychosocial outcomes among participating children. The package will complement, rather than duplicate, the projects existing baseline and annual outcome monitoring methodology.Particular emphasis will be placed on play-based and participatory approaches that enable children to express experiences and demonstrate psychosocial skills through developmentally appropriate methods rather than relying solely on conventional survey questions. The consultancy will also strengthen structured observation approaches that enable teachers/coaches to systematically document changes in childrens psychosocial skills through their regular interactions with children. The resulting package will support ongoing programme monitoring and learning, enabling programme staff, MEL teams, and trained CSO partners to identify patterns of progress, areas where children require additional support, and opportunities for programme adaptation. Where relevant, data generated through these tools will also provide complementary evidence for project evaluations and annual outcome monitoring, creating a stronger link between routine monitoring, programme learning, and periodic assessment of outcomes.More specifically, the consultancy will: Review existing RTP PSS measurement approaches and determine their alignment with the Lebanon PSS Framework and the needs of EQIE 2.0. Adapt and/or develop contextually appropriate, child-friendly tools for monitoring psychosocial skills and well-being across relevant age groups. Develop a structured observation approach for teachers/coaches to monitor changes in childrens psychosocial skills over time. Pilot and refine the proposed tools to ensure their feasibility, clarity, cultural and developmental appropriateness, and usefulness for programme monitoring and learning. Produce a standardized PSS Measurement and Monitoring Tools Package that can be integrated into routine EQIE 2.0 implementation and used by programme and MEL teams. 5. Methodology and ScopeThe consultant will undertake the assignment through a participatory and iterative process in close coordination with RTPs programme, technical and MEL teams. The methodology should ensure that the final package is technically sound while remaining practical for routine implementation within non-formal education settings. 5.1.Desk Review and PSS Measurement Gap Analysis:The consultant will conduct a structured review of relevant project documentation, including the recently developed RTP Lebanon PSS Framework, existing PSS and SEL measurement tools, EQIE 2.0 monitoring and evaluation tools, and other relevant RTP resources. The review will assess the extent to which existing tools:adequately measure the domains and skills identified within the PSS Framework; are developmentally appropriate for the different age groups targeted by the project; are culturally and contextually appropriate for children participating in programming in Lebanon; can capture observable changes in childrens psychosocial skills and well-being; are feasible for use within routine programme monitoring; and generate data that can be meaningfully analyzed and used for programme learning and adaptation. 5.2.Development and Contextualization of the PSS Tools PackageBased on the desk review and gap analysis, the consultant will propose the final composition of the PSS Tools Package in consultation with RTP. The package is expected to include, at minimum, the following two complementary measurement approaches:A.Child-Level Play-Based and Participatory ToolsThe consultant will review and build upon existing RTP tools and approaches, adapting them to the Lebanon context and to the age and developmental characteristics of participating children.Approaches may include drawing-based activities, picture interpretation, vignettes, storytelling, role-play, scenario-based exercises, and other structured play-based techniques through which children can demonstrate or communicate psychosocial competencies and experiences. These tools should be designed to generate information that can be systematically documented and interpreted while maintaining the child-friendly and participatory nature of the activities. Where different methods are required for different age groups, the consultant will develop appropriate age-specific adaptations.B.Teacher/Coach Structured Observation ToolThe consultant will develop or adapt a structured observation tool enabling trained teachers/coaches to monitor changes in individual childrens psychosocial competencies through repeated observation during programme activities. The tool will be aligned with the 10 psychosocial skills/domains identified in the RTP Lebanon PSS Framework, including relevant competencies such as communication and collaboration. Indicators should translate each skill into clearly defined and observable behaviours, allowing teachers/coaches to document change consistently over time rather than make broad or subjective judgements about childrens well-being.The consultant will recommend an appropriate observation frequency, rating/scoring approach, documentation process, and interpretation method that balances measurement quality with feasibility for routine programme implementation. The two approaches above represent the minimum expected components of the package. Based on the gap analysis, the consultant may recommend additional complementary tools or measurement approaches where these would strengthen coverage of the PSS Framework. Any additional components will be agreed with RTP before development. 5.3.Piloting of the PSS Tools The consultant will develop a pilot protocol and test the proposed tools with a small sample of project participants and implementers. The pilot is expected to include approximately: 4 groups of children, representing the different age groups targeted by the tools; and 10 teachers/coaches who will test the structured observation approach. The pilot will assess the tools clarity, feasibility, administration time, developmental and contextual appropriateness, ease of scoring/documentation, and ability to generate meaningful information.Where the consultant is working remotely, the RTP Lebanon team can support the on-site administration of the pilot based on clear protocols and orientation provided by the consultant. 5.4.Analysis, Validation and FinalizationThe consultant will analyze the data and implementation feedback generated through the pilot to assess how the tools perform in practice. This should include examining response patterns, usability, clarity of items or activities, consistency of interpretation and scoring, and any evident floor/ceiling effects or items that do not adequately differentiate between participants, where applicable to the type of tool. Based on the findings, the consultant will revise and finalize the tools and accompanying guidance. A validation session will be conducted with relevant RTP programme, technical and MEL staff to review the findings and agree on final adjustments. The final package should provide RTP with a coherent and practical PSS monitoring system, rather than a collection of standalone tools, with a clear link between the PSS Framework, what is being measured, how information is collected, how it is interpreted, and how findings are used to strengthen programming. 6. Responsibilities and Deliverables of the ConsultancyThe consultancy is expected to require approximately 2025 working days of consultant input, to be completed between 27 October and 15 December 2026. The assignment will be implemented across the phases outlined below, allowing sufficient time between deliverables for RTP review, coordination, piloting, and feedback. 7. Qualifications of the Consultant Applicants should meet the following qualifications and experience: Applications are open to both individual consultants and consultancy firms. Advanced degree in Psychology, Education, Child Development, Social Sciences, Public Health, or a related field. Strong technical expertise in PSS, SEL, and child well-being. Proven experience in developing, adapting, and contextualizing PSS/SEL measurement and monitoring tools Experience with child-frie Tender Link : https://daleel-madani.org/civil-society-directory/right-play-international/calls/right-play-seeking-experienced-consultant-develop-pss-tool
