Tenders are invited for TOR Market Assessments. Closing Date: Sunday, 01. Nov 2026 Intervention Sector(s): Labor & Livelihoods Remuneration range: > 6000 (USD) Duration of Contract: 2 Months Plan International is implementing the regional project Building Bridges: Improving Living Conditions in Lebanon and Syria by Strengthening Resilience, Inclusion and Transitional Development The project is designed as a regional intervention that responds to the interconnected realities faced by refugees, internally displaced persons, returnees, host communities, and other vulnerable groups across both countries. The projects overall objective is to strengthen the resilience, self-reliance, and socio-economic stability of vulnerable communities in Lebanon and Syria. The intervention is based on the recognition that crisis-affected populations in both countries continue to face multiple and overlapping challenges, including economic collapse, displacement, weak access to livelihoods, limited services, social exclusion, and rising tensions between communities The project therefore adopts a holistic approach that links psychosocial support, positive coping and preparedness, vocational and life skills development, economic participation, social cohesion, and institutional strengthening. The project is structured around four outcomes. The project targets vulnerable women, men, girls, boys, youth, caregivers, persons with disabilities, refugees, internally displaced persons (IDPs), returnees, and host community members across Lebanon and Syria. The project also aims to ensure that girls, boys, young adults, and persons with disabilities are intentionally included across the intervention design and delivery. The market assessment will therefore play a critical role in providing the evidence base for TVET and livelihood interventions in the different project locations. The purpose of the consultancy is to conduct a focused market assessment in the project locations across Lebanon and Syria. The assessment will identify sectors and value chains with potential for growth, employment and self-employment; determine the skills required to access these opportunities; and assess the support mechanisms, services, regulations and market actors influencing access to them. The consultant will engage employers, MSMEs, chambers of commerce, cooperatives, training providers, relevant government institutions and other market actors to identify current and anticipated employment and business opportunities and the skills required to access them. The consultant will begin with a targeted review of secondary data to identify local economic trends, priority sectors and potential value-chain opportunities. These preliminary findings will then be validated through consultations and primary data collection Stakeholders to be involved and consulted as part of the market assessment include the Ministry of Education, and those directly involved in the local system, such as the Chamber of Commerce, cooperatives, and MSMEs. The results of the market assessment will inform the design of the vocational training curricula to be used in the project. In coordination with Plan International and the implementing partners the consultant will coordinate with the official Technical and Vocational Education. On this basis, KIIs, FGDs, and SME surveys will be conducted to deepen the analysis and confirm the sectors relevance, opportunities, and gaps. Once the priority sectors are validated, the consultant will proceed with mapping and identifying local enterprises operating in these sectors. The assessment will focus on identifying where viable jobs, self-employment and business growth opportunities exist, the technical and transferable skills required to access them, gaps and opportunities within relevant value chains, and the availability and effectiveness of supporting services, regulations and referral mechanisms. It will also identify the public, private and civil-society stakeholders responsible for, or capable of contributing to, these functions. Gender and inclusion considerations will be examined specifically in relation to differences in access to identified market opportunities and services, How to apply Contact Should you need further information, please contact Lebanon.Procurement@plan-international.org before the 29th of October 2026.
