With headquarters in Bethlehem and branches across Palestine, USMs core activities focus on organizing exports, facilitating market access, defending the interests of the stone industry, fostering partnerships and networking, promoting occupational health and safety, promoting green practices and strengthening the Unions internal structure. USM also works with the Palestine Stone and Marble Center (PSMC), whose workshops and students are exposed to the same hazards as the sectors factories. USMs cooperation with Palestine Polytechnic University (PPU) is framed by a Memorandum of Understanding (MoU) that includes commitments related to occupational safety (see Section 2). This RFQ is implemented by the Union of Stone and Marble Industries in Palestine (USM) in cooperation with the Belgian agency for international cooperation (Enabel) and is funded by the government of Belgium as part of the Green West Bank intervention. The intervention focuses on waste management practices, renewable energy and energy efficiency practices, lobbying and enforcement of related regulatory frameworks, the promotion of green and circular economy practices within the sector and, under Result 5, on enhancing occupational health and safety practices in the stone industry sector. 1. Background & Introduction Occupational safety and health (OSH) is a critical risk area in stone-cutting, polishing and quarrying operations, where staff and trainees are regularly exposed to dust, noise, heavy machinery and manual handling hazards. To institutionalize safety management within USM and its member workshops, and to build in-house capacity to train others, USM requires that five to seven (57) of its staff be qualified under each of the following three qualifications, grouped in two Parts: Part 1 (a) the NEBOSH International General Certificate (IGC), or an equivalent qualification at UK RQF Level 3 (Component 1A), and (b) the IOSH Level 3 Certificate in Occupational Safety and Health Principles and Practice, or an equivalent qualification at UK RQF Level 3 (Component 1B), each including an integrated Training-of-Trainers (ToT) module; and Part 2 an ISO 45001 Lead Auditor course certified by CQI and IRCA. Part 1 includes the skills to deliver OSH training to workshop staff and trainees going forward. Part 2 enables nominated staff to audit and support the implementation and continual improvement of occupational health and safety management systems within USM member enterprises. Scope clarifications. (a) The training is divided into two independent Parts, each priced, evaluated and awarded separately: Part 1 (NEBOSH IGC or equivalent, and IOSH Level 3 Certificate or equivalent, with ToT) and Part 2 (ISO 45001 Lead Auditor). Bidders may offer for Part 1, Part 2 or both Parts (Section 2 and Annex I); a bidder offering for Part 1 must offer both of its components. (b) Part 2 is a training course and examination for individual staff members. Certification of USM, of its member workshops or of any other organization to ISO 45001 is not part of this RFQ. (c) Certificates are issued by the awarding/certifying bodies to participants who pass; the Providers role and responsibility for results are set out in Section 3. 2. Objectives USM hereby invites qualified training providers to submit proposals for one or both of the following two Parts: Part 1 the NEBOSH International General Certificate (IGC) at UK RQF Level 3, or an equivalent qualification confirmed under Section 4 (Component 1A), together with the IOSH Level 3 Certificate in Occupational Safety and Health Principles and Practice, or an equivalent qualification confirmed under Section 4 (Component 1B), each component including an integrated Training-of-Trainers (ToT) module; and Part 2 an ISO 45001 Lead Auditor course certified by CQI and IRCA. Each qualification covers five to seven (57) USM staff members, enabling them to act both as competent OHS specialists/consultants and as in-house trainers (Part 1), and to qualify as ISO 45001 lead auditors (Part 2). Each Part is priced separately; no combined or package price is requested or evaluated. How offers are evaluated and awarded. Each Part is a separate requirement. Whether a bidder offers for one or both Parts, its offer for each Part is evaluated on its own: the Technical Proposal has a separate section and the Financial Proposal a separate price for each Part; an offer is scored only against other offers for the same Part (technical score out of 60 plus financial score out of 40, Annex I); and each Part is awarded to the highest-scoring offer for that Part, so the two Parts may be awarded to different providers. An offer for one Part does not gain or lose points because of the bidders offer for the other Part. USM will decide, within the available budget and based on the evaluation results, which of the two Parts to award (Annex II, clause IX).
