Competence Brokers For Research Mobilization In Troms . The Purpose Is To Strengthen The Link Between Companies And Relevant Research And Development Environments, And To Contribute To More Companies In Troms Initiating Research And Innovation Projects. Forregion Stands For Research-Based Innovation In The Regions And Is A Grant Scheme Aimed At Companies With Little Or No Experience In Research And Development Work. The Acquisition Will Support The Schemes Aim To Increase The Share Of R&D In The Business World Through Mobilisation, Closer Links Between Business And R&D Environments And For Pre-Projects To A Greater Extent To Lead On To Main Projects And Other Continued Research Activity. The Procurement Is Carried Out Because The County Council Needs The Capacity And Specialist Expertise To Work Systematically, Outreach And Need-Based Towards Businesses, Especially Small And Medium-Sized Businesses That Have Little Experience With Research And Development. At The Same Time, There Is A Need To Make Relevant R&D Environments, Funding Schemes And Other Instruments More Accessible To Business In The Region. The Assignment Will Support The Objective Of Increased Research Effort In Business, More Qualified Applications For Relevant Research Funds And Better Regional Coverage In The Mobilization Work. It Is Particularly Important To Mobilize Research-Immature Companies In Priority Industries, To Facilitate Several Lasting Collaborative Relationships Between Business And R&D Actors And To Contribute To The Continuation Of Promising Initiatives From The Early Idea Phase And Preliminary Project To Larger Development And Research Projects. Description Of The Assignment The Client Must Procure Assistance From A Total Of Five Competence Broker Teams For Research Mobilization In Troms. The Resources Will Collectively Cover The Theme Areas Of Seafood, Space Operations/Space, Ai And Technology Development As Well As Circular Troms, Where Two Of The Subcontracts Will Be Related To Seafood. Each Sub-Contract Must Be Handled By A Competence Broker Team With Relevant And Complementary Competence Within The Relevant Area Of Effort. The Target Group For The Assignment Is Small And Medium-Sized Businesses That Belong To Troms County, Or That Have Significant Activity In Troms. Expertise Brokering Must Be A Free Offer To The Target Group. The Assignment Assumes That The Competence Brokers Act Independently And Neutrally, And That They Do Not Represent Business Players Who May Be In A Competitive Relationship With The Companies That Receive Assistance. Competence Brokers Must Sign A Non-Disclosure Agreement. The Delivery Includes Outreach Contact With Companies, Needs Analysis, Mapping Of Relevant R&D Partners, Connection Between Companies And Research Environments As Well As Guidance In The Development Of R&D Projects And Applications For Research Funds. The Follow-Up Must Be Adapted To The Individual Companys Needs And Maturity, And May Include Assistance From Early Idea Clarification And Preliminary Projects To Further Mobilization Towards Main Projects And Other Relevant Schemes. A Skills Broker Must Be An Adviser And Guide In Application Processes, But Must Not Write Applications On Behalf Of The Companies Or Act In Competition With Private Actors. The Competence Broker Teams Must Be Able To Identify Companies Needs For Research And Innovation, Contribute To Finding Relevant Research Expertise And Guide The Companies Towards Appropriate Funding Sources. This Includes Forregion And Other Relevant Schemes, For Example Skattefunn, The Norwegian Research Council, Innovation Norway, Horizon Europe And Other Relevant Instruments. Where It Is Natural, The Competence Brokers Must Also Refer On To Other Actors In The Policy Apparatus. The Assignment Includes Further Follow-Up Of Companies That Have Previously Carried Out Pre-Projects Financed By Forregion Troms, With The Aim Of Contributing To Further Development And Implementation Of Main Projects. The Competence Brokers Must Also Be Able To Arrange Network Meetings Between Business And R&D Actors To Identify Common Issues, Opportunities For Research And Development As Well As Strengthen Knowledge Sharing And Cooperation. Resources With Relevant Experience From Research Mobilization In The Business World, A Good Understanding Of Regional Innovation And R&D Environments, Familiarity With Current Business Life In The Region And The Ability To Work Based On Needs Are In Demand. The Role Requires Good Collaboration Skills, A Good Understanding Of Communication And The Ability To Build Trust With Both Companies And Research Environments. The Competence Brokers Must Also Collaborate With Other Competence Brokers In The Forregion, Other Innovation Actors In Troms And Participate In Relevant Regional And National Gatherings, Including Mandatory Training And Gathering Activities Under The Auspices Of The Research Council. The Assignment Also Involves Reporting To The Client Through Established Digital Reporting Solutions And Templates. The Reporting Shall, Among Other Things, Provide An Overview Of Mediations Carried Out, Resource Use, Contact With R&D Institutions, Projects That Have Been Brokered To Relevant Schemes, Preliminary Projects, Network Meetings And Other Relevant Results And Activities.
