Request for proposals for GIS-Based Drone LiDAR Survey, Mapping Services, and Capacity Building for the Bulolo Resilient Road Project Papua New Guinea (PNG) is highly vulnerable to climate-related hazards, including flooding, landslides, erosion, and slope instability, which pose significant risks to critical transport infrastructure. Under the Climate Finance Initiative for Resilience and Sustainable Transition (Climate FIRST), funded by the Australian Department of Foreign Affairs and Trade (DFAT), the Global Green Growth Institute (GGGI) is supporting the Department of Works and Highways (DoWH) in preparing the Bulolo Resilient Road Project in Morobe Province for potential financing by the Asian Infrastructure Investment Bank (AIIB). The preparation of the project requires high-resolution geospatial and terrain data to support climate risk and vulnerability assessments (CRVA), engineering design review, environmental and social studies, and other project preparation activities. To address this requirement, GGGI intends to engage a qualified consulting firm to undertake a GIS-based Drone LiDAR survey, mapping services, and capacity-building activities along the Bulolo Road corridor and priority hazard locations. ASSIGNMENT OBJECTIVE: The objective of this assignment is to acquire high-resolution Drone LiDAR and imagery data, generate survey-grade GIS mapping products, and strengthen institutional capacity for geospatial analysis and climate-resilient infrastructure planning. Specifically, the Consultant will conduct Drone LiDAR and imagery surveys along the Bulolo Road corridor and designated priority hazard sites, generate high-resolution geospatial datasets and survey-grade mapping products, including point clouds, digital terrain models (DTM), digital surface models (DSM), orthomosaics, contours, and related GIS outputs, and deliver quality-assured data to support climate risk assessments, engineering design, and infrastructure planning. The assignment will also include practical training, capacity building, and knowledge transfer for GGGI, DoWH, CCDA, CEPA, and other relevant stakeholders to strengthen institutional capacity and support the long-term application of GIS and LiDAR technologies for climate-resilient infrastructure planning and development in Papua New Guinea.
