Request for proposals for Architectural Concept Competition for the Construction of a Mobile School in a Flood-Prone Area, Panyikang County, South Sudan Purpose and Scope of the Architectural Competition This competition concerns the development and selection of an architectural concept for a fully relocatable school. It does not concern the construction of the school. Competitors are expected to develop a concept within the given financial framework that meets both the functional requirements of the school and the special requirements regarding relocation in the event of flooding. The competition intentionally does not prescribe a specific construction system or relocation mechanism. Competitors are free to propose innovative solutions, provided that the entire school can be relocated to a destination that is not known in advance. The proposed concept shall be sufficiently developed to allow Caritas Austria and Caritas Malakal to assess its architectural quality and its technical, logistical and financial feasibility. The construction work will be subject to a separate procurement procedure following the further development of the selected concept. 1.3 Overall Procurement and Implementation Process The project is foreseen to proceed through the following main stages: 1. Architectural concept competition: Submission and evaluation of architectural concepts, selection of the winning concept and award of the competition prizes and participation fees (see Section 11.1). 2. Design development: Further development of the selected concept and preparation of the architectural and technical documentation required for the construction tender. The competition winner may be invited to provide some or all of these services under a separate contract (see Section 11.2). 3. Construction tender: The construction works will be procured through a separate competitive tender. Architectural and/or technical support may be required during this procurement, including for the technical assessment of construction offers. 4. Construction and supervision: Following award of the construction contract, architectural and/or technical support may be required during construction and acceptance of the works. The competition winner may be considered for the subsequent architectural and technical services described above. However, selection as winner does not create an entitlement to a subsequent contract. Further details are provided in Section 11.2. 2. Objective and Design Challenge 2.1 Overall Objective The objective of the architectural competition is to identify a functional, fully relocatable, technically feasible and cost-effective concept for a school adapted to the specific conditions of the project location. The proposed concept shall enable year-round continuity of education, including during severe flooding when the community is forced to relocate. It shall respond to the specific flood, accessibility and logistical constraints, while ensuring a safe and suitable learning environment. The entire school, including classrooms, office, storage, sanitary facilities and supporting infrastructure, must be capable of relocation to a destination that is not known in advance. The concept shall not depend on a predetermined secondary site or assume that the school will necessarily return to its original location. Competitors are expected to determine and justify the architectural and technical approach they consider most appropriate based on the site conditions and information provided in these Terms of Reference. 2.2 Key Design Priorities The proposed concept should: provide a safe, functional and inclusive learning environment; enable full relocation of the school, including facilities and supporting infrastructure described in these ToR, to an unknown destination, without assuming a return to the original site; ensure continuity of education during seasonal and severe flooding, including community relocation; be technically feasible and adapted to local transport and logistical constraints; make appropriate use of locally available materials, skills and capacities where feasible; be durable, easy to maintain and repair, and suitable for repeated relocation; respond to local climatic and environmental conditions; and remain within the construction budget and provide good value for money, considering construction, relocation, operation and maintenance costs. Competitors are encouraged to propose innovative or unconventional solutions where these provide a clear functional, technical, logistical or economic advantage. No particular construction system or relocation mechanism is prescribed. Tender Link : https://comms.southsudanngoforum.org/c/tenders
