Tenders are invited for External Financial Audit 2. Who Can Apply Open to certified audit firms and professional accounting companies. The lead auditor and key team members must hold a valid Certified Public Accountant (CPA) designation, and the firm must be officially licensed and registered with the Palestinian Auditors Association and relevant authorities. Demonstrated professional experience of at least 5 years of proven financial auditing experience with NGOs and international donor-funded projects (mandatory submission of sample audit reports from previous NGO audit engagements). Advanced expertise in international accounting standards, CVA/cash distribution verifications, procurement auditing, and financial risk assessment. Deep understanding of the Gaza Strip financial/operating environment, banking system challenges, and local tax/labor regulations, with high proficiency in Arabic and English. 3. Application Requirements Interested audit firms must submit a complete application package consisting of: Technical Proposal: Cover letter summarizing relevant audit experience, understanding of the ToR and audit methodology, valid company registration and practicing license, CPA certificates, workplan with Level of Effort (LoE) breakdown, key team CVs, at least two sample audit reports from previous NGO/donor-funded engagements, and two professional references. Financial Proposal: Itemized financial offer presented in US Dollars ($) detailing total audit fees, daily rates per auditor, operational logistics, and applicable taxes. 4.
