Oct 2026 Intervention Sector(s): Training & Capacity Building Remuneration range: < 1000 (USD) Duration of Contract: 2 months Its primary outcome is to increase the individual and collective capacities and participation of Youth-Led Civil Society Organizations and Groups in conflict prevention and resolutions initiatives to foster inter and intra-communal peace in Greater Beirut and Tripoli, Lebanon. In line with the projects objective to enhance the effectiveness, sustainability, and overall impact of local CSOs, Jafra and Mada Association are focused on strengthening the institutional frameworks and technical competencies of local CSOs operating in Lebanon. The aim of the mission is to deliver comprehensive, pre-developed training sessions, aimed at strengthening the institutional capacities of Civil Society Organizations (CSOs). The training will focus on the following key area: The training aims to strengthen CSOs ability to manage security risks, protect their staff, volunteers and participants, and continue their work safely in a changing context. It covers security risk management, safety procedures, incident reporting, safe movement, digital security and staff wellbeing, adapted to the realities and resources of small and medium local CSOs. The consultant will deliver a one-day security training for CSOs, run twice: once in Beirut and once in Tripoli. Each session lasts 6 hours. Main Tasks and Responsibilities: Meet with Jafras, Madas, and WeWorlds teams to discuss the missions objectives and expectations. Review the projects objectives, the participating CSOs profiles, and their existing security practices and procedures. Design a tailored one-day training agenda covering the following topics: Security concepts and approaches for CSOs, including protection. Context analysis and actor mapping for Beirut and Tripoli. Security risk assessment: identifying threats and vulnerabilities, and prioritizing risks. Security plans and standard operating procedures adapted to small organizations. Incident reporting, management and follow-up. Safe movement, communication and contingency planning, including evacuation and hibernation. Duty of care, staff and volunteer wellbeing, and stress management. Prepare training materials (presentations, templates, case studies and practical exercises), including simple tools such as a risk assessment matrix, an incident report form, a security plan template and an emergency contact tree. Ensure the content aligns with donor requirements, the national legal framework and international good practice in NGO security management. Adapt the content to the local operating environment and to the resources and size of the participating CSOs. Use practical, scenario-based exercises based on realistic situations in Beirut and Tripoli. Encourage peer-to-peer learning and collaborative problem-solving among participants. Monitor participants engagement and progress through pre- and post-training assessments and participatory feedback tools. Document outcomes, key learnings and areas for further support, and submit a consolidated final training report with recommendations. Use simple, clear and culturally relevant language, avoiding overly technical content so that all CSO members can follow. Deliverables: Share a detailed workshop agenda (by hour), shared one week before the first session. Training materials: a PowerPoint presentation and participant handouts in both Arabic and English, since some participants do not have advanced English skills. Delivery of the one-day training in Beirut and the one-day training in Tripoli. Participant attendance sheets for both sessions. Pre- and post-test templates and results. The practical tools shared with participants (for example, the risk assessment matrix, incident report form, security plan template and emergency contact tree). Requirements and Qualifications: Bachelors degree in security management, international relations, political science, humanitarian studies or a related field. A Masters degree, a Training of Trainers (ToT) certification or a recognized NGO security training certification is an asset. Proven experience designing and delivering security risk management training for CSOs, NGOs or community-based organizations. Strong knowledge of NGO security management, including risk assessment, security planning, incident management, safe movement and contingency planning. Good understanding of the security context in Lebanon, particularly Beirut and Tripoli. Knowledge of digital security and data protection practices. Demonstrated ability to turn security concepts into practical, user-friendly tools for small organizations. Excellent facilitation and communication skills, with experience delivering participatory trainings. Strong analytical and report-writing skills. Fluency in Arabic and English.
