Expression of Interest for TA-Firm to conduct Corruption Perception Surveys, develop Whistleblower Strategy, Staff Integrity Management Framework, and Integrity and Ethics Training in the South Sudan Revenue Authority (SSRA) The services under this project shall be carried out under the direct supervision and guidance of the Commissioner General of the South Sudan Revenue Authority (SSRA). In this regard, the consulting firm shall be responsible for undertaking, inter alia, the following tasks and responsibilities: Conduct one baseline Corruption Perception Survey covering internal and external stakeholders. Assess perceptions of corruption, transparency, accountability, integrity culture, service delivery, and taxpayer confidence in SSRA. Develop survey instruments, methodologies, implementation guidance, and reporting templates to support future periodic corruption perception surveys under NORMA II. Develop a comprehensive Whistleblower Strategy and Implementation Framework. Establish a Staff Integrity Management Framework and supporting integrity management tools. Strengthen staff capacity on integrity, ethics, whistleblower protection, conflict of interest management, fraud awareness, and corruption prevention. Deliver targeted capacity building and ethics training for SSRA staff, management, and operational teams. 3.The estimated duration of this assignment is six (6) months and is expected to commence in December 2026.
