Tenders are invited for Consultancy to Undertake a Feasibility Study for a Dsi Finance Facility for Africa 2.1 About FSD Africa Established in 2012 and funded by the UK Government, FSD Africa is a specialist development agency working to strengthen financial markets across sub-Saharan Africa. From its headquarters in Nairobi, FSD Africa works with governments, regulators, financial institutions and real-economy actors to address structural barriers that limit investment and economic resilience. It uses grants, catalytic and patient capital, technical assistance and market insights to stimulate innovation, unlock capital flows and build transparent, resilient and inclusive financial systems. Further information is available at www.fsdafrica.org. 2.2 About ANCA and the African Bioeconomy Finance Hub ANCA is an African-led, multi-stakeholder platform established by FSD Africa to advance coordinated nature-finance advocacy and action across the continent. The African Bioeconomy Finance Hub is a panAfrican platform established in partnership between FSD Africa, ANCA and NatureFinance to support finance for a sustainable, nature-positive bioeconomy. Its initial work includes DSI, regenerative land economies and the blue bioeconomy. 2.3 DSI context and rationale DSI is central to biological research and innovation across agriculture, conservation, health, biotechnology and industrial biology. Africa holds significant biodiversity and genetic resources but captures a limited share of the scientific and commercial value generated from them. Gaps in sequencing and bioinformatics capacity, data infrastructure, legal and governance systems, intellectualproperty capability, enterprise development and fit-for-purpose finance constrain the continents ability to participate meaningfully in DSI-enabled innovation. The global DSI governance landscape is moving into implementation, including through the multilateral mechanism for benefit-sharing and the Cali Fund. Africa therefore requires practical pathways that connect biodiversity stewardship, scientific and technical capacity, data governance, business-model development and finance, while ensuring that value is retained on the continent and benefits can reach biodiversity custodians, including Indigenous Peoples and Local Communities (IPLCs). The DSI Financial Readiness Coalition for Africa was formed following the Bellagio convening in March 2026. The Coalitions emerging agenda includes practical pilots, business-model and financeability work, benefit-sharing, capacity building and enabling policy and governance. Early discussions have identified a potential need for a financing mechanism that could combine grants, technical assistance, concessional finance, risk-sharing instruments and commercial capital. Building on the Coalitions work, the next step is to generate the evidence and design inputs required to determine the most appropriate mandate, structure, host, size and capitalisation approach for the facility. Assignment Objective The objective of the assignment is to establish the evidence base required to design and structure an Africa-focused DSI Finance Facility and identify the most credible implementation pathway. Phase 1 is intended to generate the strategic, technical and market inputs required to inform facility structuring and facilitate engagement with potential implementation and capital partners, including development finance institutions. The study will assess technical, commercial, financial, institutional, legal, regulatory, operational, environmental and social feasibility. It will: Define the addressable financing need and the specific market failures that a facility could resolve. Assess the quality, scale and readiness of the DSI-linked pipeline and associated projectpreparation needs. Test the commercial logic and financeability of representative DSI use cases and beneficiary segments. Determine the additionality of a dedicated facility relative to existing funds, institutions and programmes. Compare institutional and delivery options, including standalone, hosted and programmatic models. Develop preliminary facility design considerations and identify key issues requiring further analysis during a subsequent detailed structuring phase. Define credible governance, data-rights, access and benefit-sharing, safeguards and results arrangements. Provide a recommendation and phased implementation roadmap with explicit decision gates.
