Prequalifications are invited for Consulting Services for Implementation Consultant (IC) Financing for MSMEs Phase III, Egypt Procurement of Consulting Services, Works, Plant, Goods and Non-Consulting Service inancing for Micro-, Small- and Medium Enterprises (MSME) Phase III Main Measure (MM) & Accompanying Measure (AM) Under the German-Egyptian Development Corporation Programme Private Sector Innovation, the project Financing for MSMEs Phase III (hereafter referred to as the Project) concerns the promotion of MSMEs in Egypt with a particular focus on small and micro enterprises in rural areas, (informal) 1 micro-borrowers and the support of female entrepreneurs. In accordance with agreements related to this Project, the Central Bank of Egypt (CBE) is the Recipient of the Funds and the Micro, Small and Medium Enterprises Development Agency (MSMEDA) is the Project Executing Agency (PEA). The module is funded by the German FC for Egypt with funds from the German Federal Ministry for Economic Cooperation and Development (BMZ) through the German Development Bank (KfW). The Project includes two components with the Accompanying Measure (AM) funding the current assignment: Project MM = (revolving) Loan: Credit Line MSME III: On-lending of funds as loans to Partner Financial Institutions (PFIs)2 . These institutions will avail small and micro-loans to finance investments of micro and small enterprises (end borrower) following indirect lending procedures. Project AM = (non-repayable) Grant (/Financial Contribution): Strengthen MSMEDA, PFIs and the MSME sector more broadly focusing on (i) loan implementation and (ii) institutional as well as sector development to improve the enabling environment for MSME financing and promote innovation and sustainability within the sector. The requested services as IC are currently organised in two Work Packages as follows: 1. Work Package A Loan Steering, Monitoring and Compliance Support: focus on the proper steering and monitoring of the Project Loan in line with the Separate Agreement between MSMEDA and KfW. It includes inter alia Sub-Loan Monitoring, Fund Administration and E&S Compliance. 2. Work Package B Institutional & Sector Development under the AM: focus on strengthening MSMEDA, PFIs and the wider MSME financing sector through selected activities aimed at improving the enabling environment for MSME financing and promoting innovation and sustainability. It is foreseen to assign the services to an independent consultant firm with proven experience in the sector and the region. The minimum annual turnover shall be 2.0 million for single entities or Joint Ventures.
