Tenders are invited for National Consultancy for the Final Evaluation of the DGD 22-26 Project. 2. Context and history The DGD 20222026 program entitled Strengthening food security and livelihoods of (young) women in South and North Kivu is implemented by Oxfam and its partners at [ASOP, FOPAC South Kivu and FOPAC South Kivu] and aims, by the end of 2026, to strengthen the food security, livelihoods and social and security protection of 3375 (young) women living on the edge of protected areas and mining operations in South and North Kivu, through increased agricultural production, added value of agricultural products, development of sustainable community resilience mechanisms and the defense of producers rights. The intervention area (North and South Kivu) of the DGD 22 26 project is plagued by the AFC/M23 war, leading to a massive displacement of populations from rural localities (combat zones) to urban areas (considered more secure). Persistent armed clashes force populations into repeated displacements, abandoning behind them their means of production (fields, crops and livestock) such was the case of the Masisi in North Kivu and Uvira in South Kivu both intervention zones of the DGD 22 26 project. The target groups consist of: 2251 (young) women members of the OPA and 1124 IDPs (women and girls as entry point), living on the edge of protected areas and mining areas in South and North Kivu, i.e. a young woman is a woman between 18 and 35 years old. The final evaluation will complement the existing monitoring system by examining: efficiency; sustainability; the impact of the programs contributions over the period 20222026. She will also analyze: the quality of the harvested effects; the processes that led to these changes; the underlying mechanisms; the relevance of the strategies implemented in the country. This assessment is part of a comprehensive system comprising eight national assessments carried out according to a common methodological framework. Although carried out after the submission of the DGD 20272031 programme, its findings will contribute to informing learning and implementation adjustments for this new programming cycle. The national consultant will work closely with: Oxfam in the country (OiC) : national coordination, operational supervision and liaison with partners; international consultancy : methodological framework, technical support, quality assurance and cross-cutting consolidation of results; Oxfam Belgium : global coordination and compliance with DGD requirements; local partners : mobilization and participation in data collection as well as in meaning-making workshops. Evaluation Objectives General objective Evaluate the extent to which the DGD 2226 program has contributed to significant, sustainable and transformative changes for women in food systems, based on the Harvest of Effects (HO) and according to three main CAD criteria: Effectiveness, Sustainability, Impact . Specific objectives Analyze all the effects collected over the period 20222026 , in order to identify trends, mechanisms of change and transformative dynamics. To corroborate a selection of effects with third parties , in accordance with the Effects Gathering approach. Collect new qualitative data via focus groups (FG) and semi-structured interviews (KII) to delve deeper into evaluation issues and explore dimensions not covered by existing effects. Triangulate all data sources (effects, corroboration, FG/KII, documentation) to produce robust conclusions. Facilitate participatory meaning-making workshops to validate the programs contribution and co-create recommendations. Identify and document significant successes to fuel knowledge sharing and facilitate their dissemination to stakeholders, partners and relevant communities. Formulate operational and strategic recommendations to enhance the effectiveness, sustainability and impact of the next program. 4. Assessment Questions The final evaluation is structured around three overarching questions, corresponding to the CAD criteria adopted for the DGD 22-26 program. These serve as a common framework for all countries. In addition, country-specific questions have been defined based on the national context, the effects already achieved, and the learning needs identified with partners. These questions may be refined during the preparation phase and then formalized in the inception report prepared by the national consultant. Methodological approach The final evaluation is based on a qualitative and participatory approach, structured around the Harvesting of Effects, already used for monitoring the DGD 2226 program. It aims to analyze the programs contribution to the observed changes, in relation to the selected CAD criteria: effectiveness, sustainability and impact. The evaluation is conducted using a mixed and collaborative approach, combining the independent expertise of international and national consultants with the active involvement of Oxfam and partners. From the initial analysis to the final report, the various stages are co-constructed transparently to ensure methodological rigor, the inclusion of local perspectives, and collective learning. International consultancy ensures inter-country coherence, provides methodological frameworks, and supports national consultants, while the latter conduct fieldwork, preliminary analyses, and draft country reports. This structure allows for a combination of independent expertise, local contextualization, and enhanced ownership of the results. The evaluation also includes a capitalization exercise aimed at identifying and documenting significant program successes. This capitalization, informed by data triangulation (OH, FG, KII, documentation) and further developed during meaning-making workshops, will facilitate the dissemination of learning to stakeholders.
