Expression Of Interest For Provision Of Specialist Services For The Development Of Progressive Rehabilitation Plans For Trinity Metals Mines And Update To The Premature Closure Liability Estimate. Location: Kigali Deadline: Friday, 09/10/2026 23:00 Trinity Metal Ltd (Trinity Nyakabingo, Trinity Musha And Trinity Rutongo Mines ) Is Seeking For A Suitably Qualified And Internationally Experienced Consulting Company To Provide Specialized Professional Services For The Update To The Premature Mine Closure Liability Estimates (Cles) And The Development Of Progressive Rehabilitation Plans For Trinity Metals Mines I.E: Nyakabingo Mine, Rutongo Mines And Musha Mines, In Rwanda. 1. Background In 2025 Trinity Metals Limited Commissioned A Mine Rehabilitation And Closure Planning And Costing Exercise For Each Of The Tml Mines, Names Trinity Nyakabingo, Rutongo Mines And Trinity Musha Mines. This Was The First Comprehensive Exercise Of This Nature To Be Undertaken To International Standards At Any Of The Mines, And To Our Knowledge, The First For A Rwanda-Based Mining Company. The Undertaking Resulted In Conceptual Closure Plans And Premature Closure Liability Estimates (Cles) For Each Of The Mines, Finalized In August 2025. Given The Gaps, Uncertainties And General Assumptions Necessary To Complete This Exercise, A Class 4/Improved Class 5 Estimate With A 29% Contingency Was Achieved. Due To The Lack Of Lom Planning, It Was Not Possible To Determine The Lom Cle. Building On This Initial Estimate, Trinity Metals Requires Assistance From An Experienced Firm Of Mine Closure Planning And Costing Specialists, To Update The Cles And To Develop Realistic And Achievable Progressive Rehabilitation Plans For Each Of The Mines. In Addition, Trinity Metals Requires Support In Engaging With The Rwandan Authorities And Regulators Towards Reaching A Common Understanding Of The Rehabilitation And Closure Quantum And Provisioning, And To Influence Related Legislation Current Undergoing Review. 2. Objectives The Objectives Are Summarized As Follows: Review And Revise The 2025 Premature Cles For Each Of The Tml Mines Accounting For Physical Changes On The Ground And Aligning With Current International Trends Regarding Premature Closure Activities And Liabilities. Specifically, Premature Or Immediate Closure Should Be Closely Aligned To A Care And Maintenance Scenario Given The Abundance Of Resource Which Remains Both Unmined And In Former Tailings Deposits. A Clear Delineation Of Responsibilities For Legacy Issues Should Also Be Provided. Develop Progressive Rehabilitation Plans For Each Of The Mines, Based On The Current 5-Year Business Plans/Scenarios, With Clearly Defined Objectives And Performance Criteria, And Supported By Engineering Designs Where Necessary. Draft A Costed Implementation Plan And Programme. This Will Be Developed In Close Association With The Mine Planners And Operational Teams, Focusing On High-Priority Areas Which Present The Greatest Risk To Company, Environment And Communities. External Stakeholder Engagement. Tml Recognized The Disconnect Between International Standards For Mine Closure Liability Estimation And Provisioning, And The Prevailing Legislative Environment In Rwanda. Tml Requires Assistance From An Independent And Internationally Recognized Firm To Proactively Engage With The Relevant Authorities, And Guide Them Towards The Revision Of Their Regulations To Align With The CountryS Ambitions, I.E. To Attract International Investment And Support A Mature Mining Industry. Tml Would Essentially Be The Sponsor Of The Event, And Would Not At This Stage Disclose Its Cles. 3. Scope Of Work The Scope Of This Work Includes, But Not Limited To The Following: 1. Update Of The Conceptual Closure Reports And Premature Closure Liability Estimates: Confirm The Scope Of The Works In Consultation With The Client. Review And Assess The Existing 2025 Premature Mine Closure Liability And The Basis On Which It Was Developed. Identify Changes In The Mining Operation, Infrastructure, Environmental Conditions And Closure Obligations Since The Previous Assessment. Update The Inventory Of Closure And Rehabilitation Liabilities For All Relevant Mining Assets And Associated Infrastructure. Reassess The Scope, Quantities, Rates And Timing Of Closure, Rehabilitation, Decommissioning And Post-Closure Activities. Review And Update The 2025 Conceptual Closure Plans, Aligning With International Standards And Trends. Develop An Updated Closure Liability Estimate Using A Transparent And Auditable Methodology. Identify Key Assumptions, Exclusions, Risks And Uncertainties That May Materially Affect The Liability. Provide Recommendations For Maintaining And Periodically Updating The Closure Liability And A Roadmap Working Towards A Lom Cle. 2. Development Of Progressive Rehabilitation Plans: Field Surveys To Establish The Current Status Of Land Disturbance And Rehabilitation Across Mine Operations. Identify Opportunities To Reduce Final Closure Liabilities Through Progressive Rehabilitation. Define Rehabilitation Objectives, Performance Criteria And Completion Requirements In Consultation With The Client And Aligned With A Pre-Determined End Land Use. Develop A Phased And Progressive Rehabilitation Programme Aligned With The Current Mine-Planning Timeframes. Provide Necessary Engineering Designs And Guidelines For Undertaking Rehabilitation Works. Develop Preliminary Rehabilitation Quantities, Resources Requirements And Cost Estimates. Establish Monitoring, Reporting And Performance Management Requirements. 3. External Stakeholder Engagement: Workshop Approach To The Stakeholder Engagement With The Client, Identifying The Objectives, Activities And Key Stakeholders. Prepare Invitations And A Background Information Document (Bid) For Distribution To Key Stakeholders Prior To A Stakeholder Workshop. Present And Facilitate A Stakeholder Workshop, In Person And In Country, Focusing On Sensitizing Key Regulatory Agencies, Such As Rdb, Rmb And Rema On International Standards And Guidelines For Mine Rehabilitation And Closure, With An Emphasis On Provisioning Regulations Adopted In Mature Mining Countries. A Full-Day Workshop Is Anticipated (With The Possibility Of A Second Day Field Visit). Workshop Debrief And Recommendations For Further Engagement And/Or Disclosure. 4. Reporting And Deliverables Brief Project Execution Plan With Project For Field Visits, Stakeholder Engagement, Deliverables And Invoicing. Prepare Progressive Rehabilitation Plan For Each Mine. Draft Prps Of Each Of The Trinity Metals Mines Will Be Developed For Management Review And Presentation, Prior To Finalization. Closure Plans And Updated Cles. Updated Closure Plans For Each Of The Trinity Metals Mines, With Updated Closure Liability Estimates For Premature Closure. Draft Invitation And Bod For Stakeholder Engagement, Presentations And Recommendations For Future Engagement. 5. Standards & Guidelines The Work Must Align With International Standards For Mine Rehabilitation And Closure Planning And Costing, Specifically The Icmm Guidelines For Mine Closure. The Consultant Must Clearly Demonstrate Experience In Undertaking The Required Work To Relevant International Standards. 6.
