Expression of Interest for Consultancy Services for the Provision of Integrated Road Safety Audit and Road Safety Awareness and Sensitization Services for the BeledweyneKalabeyr Road (22 km) Consultancy Services for the Provision of Integrated Road Safety Audit and Road Safety / Social Risk Sensitization Services FEDERAL REPUBLIC OF SOMALIA MINISTRY OF PUBLIC WORKS, RECONSTRUCTION AND HOUSING, SOMALIA REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES - FIRMS) SOMALIA ROAD INFRASTRUCTURE PROGRAMME ADDITIONAL FINANCING (HOASOMALIA-DJIBOUTI-ETHIOPIA CORRIDOR) REHABILITATION AND UPGRADING OF 22 KM BELEDWEYNEKALABAYR ROAD CONSULTANCY SERVICES FOR THE PROVISION OF ROAD SAFETY AUDIT AND ROAD SAFETY AWARENESS AND SENSITIZATION SERVICES MPWR&H/HASDEC/CS/2026/01 Sector: Transport Project ID No.: P-Z1-DB0-283 Grant No.: TSF Pillar I: 5900155019477 The Federal Government of Somalia has received financing from the African Development Fund (ADF) towards the cost of the Somalia Road Infrastructure Programme Additional Financing (HoASomaliaDjiboutiEthiopia Corridor), and intends to apply part of the proceeds of these grants to make eligible payments under the contract for Consultancy Services for the Provision of Integrated Road Safety Audit and Road Safety Awareness and Sensitization Services for the BeledweyneKalabeyr Road (22 km). The consultancy services are intended to provide an integrated package of road safety audit and road safety awareness and sensitization activities throughout construction, completion/preopening, and post-opening/Defects Notification Period stages and also plan, organize and deliver sensitization workshop. The assignment shall identify, assess, communicate, and support the mitigation of road safety risks along the project corridor, while promoting safer road-user behaviour, improved work-zone practices, and stakeholder ownership of agreed corrective measures. The assignment will create a structured sequence linking: (a) review of designs, construction arrangements and road safety provisions; (b) field-based road safety inspections, including construction-stage, Work Zone/Temporary Traffic Management, completion/pre-opening and post-opening/DNP audits; (c) identification of risks affecting motorists, pedestrians, nonmotorised users, public transport users, construction workers, roadside communities and other vulnerable road users; (d) preparation of practical recommendations and action matrices; (e) dissemination of key findings through targeted awareness, training, consultation and stakeholder engagement activities; and (f) follow-up on the implementation of agreed corrective measures. The Consultant shall also plan and deliver targeted sensitization activities, including a four-day core workshop in Beledweyne covering HIV/AIDS / STIs, human rights and human trafficking. Interested consulting firms shall provide information demonstrating that they are qualified to perform the assignment, including company brochures; descriptions of at least three (3) similar assignments in road safety audit, construction-stage/work-zone or temporary traffic management audit, and road safety awareness and sensitization services; experience in similar operating conditions, particularly in Sub-Saharan Africa and fragile or conflict-affected contexts; availability of appropriately qualified experts and support staff; and evidence from clients confirming satisfactory completion of similar assignments. Consultants may associate with other firms in the form of a joint venture or sub-consultancy to enhance their qualifications.
