The Execution Of This Project Includes The Expansion Of The Sewage Network, Intended For Collecting And Conveying Wastewater To The Treatment Plant Located In The Town. Which Is Operated And Managed By The Valle Los Olmos Drinking Water Cooperative, According To Current Regulations.The Objective Of The Project Is Aimed At Improving The Sanitary Conditions Of The Beneficiary Population, Contributing To The Protection Of Health And The Improvement Of The Quality Of Life Of The Inhabitants Of The Valle Los Olmos Sector, Located In The Town Of Chincolco.The Works Will Be Executed In Accordance With The Construction Standards Currently In Force And The Technical Specifications Of This Tender. For All Purposes Of This Tender, The Principal Is The Regional Government Of Valparaíso And The Technical Unit Is The Illustrious Municipality Of Petorca, In Accordance With The Complete And Irrevocable Mandate Agreement Approved By Exempt Resolution No. 31/1/2/55, Dated January 16, 2024.In Case Of Discrepancy Between The Antecedents That Govern The Process, The Order Of Priority Will Be As Follows: (1) The Complete And Irrevocable Mandate Agreement And The Instructions Of The Principal; (2) These Special Administrative Bases And Their Clarifications And Responses Published In The Information System; (3) The General Administrative Bases Approved By Mayor Decree Ex. No. 866, Dated May 6, 2025; (4) The Technical Specifications And Plans Of The Project; And (5) The Successful Bidders Offer. The Foregoing, Without Prejudice To The Provisions Of Article 47 Of The General Administrative Bases.In Accordance With Clause One Of The Complete And Irrevocable Mandate Agreement Approved By Exempt Resolution No. 31/1/2/55, Of January 16, 2024, The Technical And Administrative Supervision Entrusted To The Technical Unit Includes The Bidding Processes; Preparation Of General And Special Administrative Bases, Technical Specifications Or Terms Of Reference; Call; Clarifications And Answers; Receipt Of Offers; Opening; Analysis And Evaluation Of Proposals; Adjudication And Contracting; As Well As The Direct Supervision Of The Contracted Work Until Its Complete Completion And Delivery.Regulatory Framework. In Accordance With The Seventh Clause Of The Mandate Agreement And With Article 3 Letter E) Of Law No. 19,886, Contracts Related To The Execution Of Public Works Are Excluded From The Direct Application Of Said Law, Whose Precepts Are Applied In A Supplementary Manner, Without Prejudice To The Duty To Provide Basic Information Through The Information System Of The Public Procurement And Contracting Directorate, In Accordance With Articles 18, 19, 20 And 21 Thereof. Legal Body. Consequently, The References That These Bases Make To Law No. 19,886 And Its Regulations, Approved By Decree No. 661, Must Be Understood To Be Made In That Capacity.
