Expression of Interest for Consultancy Services for the Preparation of Environmental and Social Impact Assessment (Esia) and Resettlement Action Plan (Rap) for Kware Irrigation Scheme Sokoto State Date Added: September 22, 2026 Deadline: 13/10/2026 Category: Consultancy The consulting services (the Services) include conducting an Environmental and Social Impact Assessment (ESIA) and preparing a Resettlement Action Plan (RAP) for the rehabilitation of the Kware Dam Irrigation Scheme. The Services include the preparation of the Inception, Draft, and Final ESIA and RAP Reports, including the Environmental and Social Management Plan (ESMP), stakeholder consultations, and all other activities and deliverables specified in the Terms of Reference (ToRs), in accordance with applicable national regulations and the World Bank Environmental and Social Framework (ESF). The Sokoto State Sustainable Power and Irrigation for Nigeria (SPIN) Project now invites eligible consulting firms (Consultants) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: 1. Proven experience as an Environmental and Social Management consulting firm in the preparation of Environmental and Social Impact Assessments (ESIAs), Environmental and Social Management Plans (ESMPs), and Resettlement Action Plans (RAPs) for irrigation, water resources, dam rehabilitation, agricultural, or similar infrastructure projects. 2. Demonstrated working knowledge of the World Bank Environmental and Social Framework (ESF), particularly ESS1, ESS5, and ESS10, gained through hands-on experience in preparing and implementing environmental and social instruments for World Bank-financed or equivalent donor-funded projects. 3. A minimum of eight (8) years relevant experience in environmental and social assessment and resettlement planning for irrigation, water resources, dam rehabilitation, or similar infrastructure projects. 4. Successful completion of at least three (3) similar ESIA and/or RAP assignments for World Bank-financed or other equivalent donor-funded projects. 5. Demonstrated experience in environmental and social baseline studies, environmental and social impact assessment, stakeholder engagement, socio-economic surveys and census, asset inventory and valuation, livelihood restoration planning, biodiversity assessment, occupational health and safety, climate change assessment, gender and GBV/SEA/SH risk assessment, and preparation of Environmental and Social Management Plans (ESMPs). 6. Availability of adequate organizational and technical capacity, including access to a multidisciplinary team capable of undertaking assignments of similar scope and complexity. 7. Excellent communication, stakeholder engagement, and report-writing skills. Please note: The Qualifications and Experience of Key Experts shall not be included in the shortlisting criteria. Key Experts will not be evaluated at the shortlisting stage. The attention of interested Consultants is drawn to Section III, Paragraphs 3.15, and 3.16 of the World Bank Procurement Regulations for IPF Borrowers (Seventh Edition, September 2025), setting forth the World Banks policy on conflict of interest. Interested Consulting Firms must be independent of and have no affiliation with any firm engaged in the design or construction of the Project. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the Procurement Regulations. The consultancy services are expected to be completed within thirteen (13) weeks from the commencement date, during which the Consultant shall undertake the ESIA and RAP assignments concurrently in accordance with the Terms of Reference (ToRs). In addition, the Sokoto State SPIN Project Implementation Unit invites eligible consulting firms to indicate their interest in providing consultancy services for the following related assignment for the Kware Irrigation Scheme: Consultancy Services for the Detailed Design Review for the Rehabilitation of the Kware Irrigation Scheme, Kware, Sokoto State Reference No: NG-SOKOTO STATE SPIN-572874-CQS IDA Credit No.: IDA-76370 The Federal Government of Nigeria, with financing from the World Bank, is implementing the Sustainable Power and Irrigation for Nigeria (SPIN) Project to strengthen dam safety, improve water resource management, and expand irrigation infrastructure across participating states. The Kware Irrigation Scheme, located in Kware Local Government Area, Sokoto State, was originally constructed in 1954 and derives its water supply from Kware Lake, formed by the Kware Water Conservation Structure. An Update Design Report (May 2026) proposes extending the Scheme by 500 hectares net command area (550 hectares gross) through rehabilitation of the reservoir, intake works, canal network, and associated hydraulic structures. Following an independent technical review that identified unresolved technical, cost, and economic viability concerns with the Update Design and the Bill of Engineering Measurement and Evaluation (BEME), the Sokoto State Ministry of Agriculture, through the SPIN Project Implementation Unit, now wishes to engage an independent Consulting Firm to undertake a comprehensive Detailed Design Review to bring the Scheme to a bankable, cost-effective, and economically viable standard suitable for World Bank financing. The consulting services (the Services) include a comprehensive, independent Detailed Design Review of the Kware Irrigation Scheme Update Design to verify, validate, complete, and, where necessary, revise the engineering design, cost estimates, and economic analysis. The Services include, but are not limited to: 1) Review and verification of topographic, hydrological, geotechnical, and soil investigation data, including supplementary field surveys where gaps exist; 2) Independent hydraulic and structural review of the Water Conservation Structure, intake structure, protective dyke, and irrigation delivery sump, and preparation of a Dam Safety Review and Dam Safety Management Plan; 3) Review of the canal network, hydraulic structures, and drainage design, and preparation/reconciliation of complete construction drawings (AutoCAD and PDF); 4) Review, verification, and reconciliation of the Bill of Engineering Measurement and Evaluation (BEME), and value engineering to approach the World Bank benchmark unit cost of USD 8,000/ha; 5) Update of the economic and financial analysis (NPV, IRR, benefit-cost ratio, sensitivity analysis) to achieve a positive economic return; 6) Review and strengthening of institutional arrangements for Water Users Associations and Participatory Irrigation Management, and confirmation of compliance with World Bank Environmental and Social Standards; and 7) Climate resilience assessment, asset management planning, construction methodology and procurement-readiness review, and preparation of an Operation and Maintenance Framework. Interested Consultants for this assignment should submit a letter of expression of interest together with: 1) Company/firm profile, including registration/incorporation documents and evidence of legal status; 2) Description of similar assignments undertaken in the last ten (10) years, indicating client name, contract value, duration, funding source, and a brief description of services provided; 3) Organisational chart and an indicative list of key professional staff available for the assignment, with a summary of their qualifications (detailed CVs are not required at this stage); 4) Evidence of financial capacity (e.g., audited financial statements for the last three years or a statement from a recognised financial institution); and Interested Consulting Firms must be independent of and have no affiliation with any firm engaged in the design or construction of the Project. A Consultant will be selected in accordance with the Quality- and Cost-Based Selection (QCBS) method set out in the Procurement Regulations. A shortlist of approximately three (3) firms will be prepared from the Expressions of Interest received, and shortlisted firms will subsequently be invited to submit technical and financial proposals through a Request for Proposals (RFP). The assignment is expected to be completed within a total period of fourteen (14) weeks from the date of commencement. Each Expression of Interest should clearly indicate the title and Reference Number of the specific assignment(s) to which it relates; a separate Expression of Interest should be submitted for each assignment.
