The Gesellschaft für Internationale Zusammenarbeit (GIZ) is executing the Local Governance Reform Program (LGRPIII) funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) to support the improvement of various national service providers according to the citizens needs. Further, LGRPIII is executing the action Strengthening Capacities and Institutional Readiness of Reform Actors in Palestine through the support of EU. The main objective of the action is strengthening the institutional capacities, operational effectiveness, and coordination functions of national state agencies, and enabling evidence-based, inclusive, and accountable reform management. In line with this objective, LGRP III is willing to support the functional review of the Ministry of Education and Higher Education. Objective of the Assignment The intervention objective is to provide professional legal and regulatory support to the PMO-ERO by reviewing frameworks in priority reform areas; mapping relevant laws and bylaws; recommending vertical and horizontal legal adjustments; facilitating stakeholder consultations; identifying priority areas for legal modernization; and supporting the drafting of sensitive laws and bylaws.
