Request for proposals for Design and Delivery of the EUSEEDS University Digital Skills Training of Trainers. Closing Date: Friday, 23. Project Context The EUSEEDS project is co-funded at 89% by the European Union under the Interreg NEXT MED Programme. The project supports the creation and strengthening of university employability centers and the development of relevant employability, entrepreneurship and digital skills across Cyprus, Egypt, Jordan, Lebanon and Palestine. Under the digital upskilling component, each participating university will nominate at least three trainers, with at least one trainer assigned to each technical track. Each trainer will complete a structured Training of Trainers (TOT) and subsequently guide student cohorts through relevant learning pathways and certification preparation. Forward MENA is seeking qualified individual consultants, firms, training providers, consortia or expert teams to refine, develop and deliver the technical component of the TOT. The assignment is divided into three separately awardable lots so bidders may apply for one, two or all three technical tracks. 2. Purpose and Objectives of the Assignment The purpose of the consultancy is to equip nominated university trainers with sufficient technical knowledge, practical experience and reusable learning resources to facilitate high-quality student learning pathways in their assigned track. The selected consultant(s) will: Refine the proposed curriculum for each awarded lot while preserving the agreed duration, core learning outcomes and applied orientation. Develop complete, accessible and reusable technical training materials suitable for online delivery across five countries. Deliver 54 hours of technical training and applied work per awarded lot over approximately nine weeks, beginning in November 2026. Provide practical exercises, demonstrations, labs and an applied project without using numerical grades or weighted assessments. Prepare trainers for an appropriate foundational industry certification pathway and clearly identify any additional self-paced study required. The certification examinations and vouchers for nominated trainers will be arranged and covered by Forward MENA, subject to the final certification plan, and must not be included in the consultants contracted scope or financial proposal. Coordinate closely with Forward MENA so the technical training connects smoothly to the in-house facilitation, cohort-management and Nammiskills* components. *Nammiskills is Forward MENAs digital learning platform, providing access to curated learning pathways and professional certification opportunities. University trainers will use it to support student cohorts following the Training of Trainers programme. Platform onboarding will be delivered by Forward MENA and falls outside the external consultants delivery scope.
