The contractor will first prepare an inventory of the full project portfolio and develop a project typology, meaning a structured classification of projects according to their potential for policy uptake, transfer and scaling up. Using transparent and consistently applied criteria, such as the strength of available evidence, maturity of implementation, policy relevance, transferability and feasibility of expansion, each project will be classified as having low, medium or high potential. Based on this classification, the contractor will produce harmonised fiches and policy-oriented narratives for 25 projects assessed as having high or medium potential. For 15 projects, the contractor will carry out light-touch credibility checks, comparing reported results with existing statistics, benchmarks and, where useful, information from short interviews. These checks will assess the plausibility of the reported results without establishing causality. For 5 other projects, the contractor will prepare quasi-experimental evaluation designs explaining how existing data could be used to compare participants with similar non-participants and estimate project effects. The contractor will design and demonstrate the approaches but will not conduct full impact evaluations.
