Together with our local partner organizations in 37 countries, we support more than 240 projects in South America, Africa, Asia, the Middle East and Europe. TDH Germany is an independent non-governmental organisation that promotes civic engagement and the participation of children and youths in all aspects of its work. TDH Germany sees its mission in strengthening children and realising childrens rights for all children because every child has the right to live and to develop in the best possible way. FEMALE Lebanon (hereafter FEMALEorlocalpartnerorganisation) is a community-based, non-profit, grassroots feminist organization founded and registered in Lebanon in 2013 that works with women and girls to address structural injustices, empower a young feminist movement, and empower agents of change. FEMALE campaigns against discriminatory norms and political structures. The organization was founded with the aim of increasing the visibility and participation of young women and girls - especially in leadership positions - to promote feminist awareness and to advance gender equality. During the conflict in Lebanon, FEMALE also implements emergency response with a focus on shelter and safe spaces for women and children across Lebanon. While their headquarters are in Beirut, FEMALE is active in several regions of the country and runs community centers in Beirut, Tripoli and Chouf that provide safe spaces and support to women, girls and other marginalized groups. About the project Lebanon and the wider MENA region are currently shaped by overlapping and protracted crises, including political instability, economic decline, acute conflict, and shrinking civic space. The current conditions have significantly weakened access to basic services and protection systems which disproportionately affects women and girls, particularly those from marginalized communities. They face increased exposure to different forms of GBV, including domestic and online violence, while access to safe, confidential, and survivor-centred services remains uneven and often limited, especially outside urban centres. Existing services are often fragmented, with weak referral pathways and limited integration between protection, PSS, and community-based engagement. There is also a lack of accessible safe spaces where women and girls can engage in collective processes, seek support and build trust within their communities. At the community level, there are persistent gaps in awareness and access to information on GBV, SRHR, and protection mechanisms. Opportunities for meaningful participation and civic engagement remain limited, particularly for young women and girls in marginalized areas. While local volunteer networks and grassroots initiatives exist, they are not always structured or supported to enable sustained community mobilization or coordinated action. In addition, coordination between relevant actors remains limited. Feminist organizations, volunteers, and service providers often operate in parallel rather than through structured collaboration, which affects the efficiency and reach of interventions. There is also a need to strengthen engagement with professionals such as lawyers, social workers, and members of the judiciary to promote more consistent and survivor-centred approaches to GBV response. At the regional level, emerging feminist CSOs face structural challenges that limit their sustainability and long-term impact, including gaps in internal governance systems, safeguarding frameworks, and strategic planning. While feminist actors are active across the region, there are limited opportunities for structured capacity development, peer learning, and cross-regional collaboration. Besides, mediarepresentation of gender-related issues remains inconsistent and often lacks feminist perspectives, particularly on sensitive topics such as GBV and SRHR. There is a need to strengthen feminist knowledge production and support media actors in producing ethical, informed, and context-sensitive content that can influence public discourse and challenge dominant narratives. The proposed intervention aims to improve access for women and girls to safe, integrated protection and support services and at the same time to promote the mobilization and coordination of civil society actors for feminist approaches. Key deliverables The services to be carried out as part of the outlined study comprise the following assignments: Preparatory meeting with TDH Germany G FEMALE Goal: Jointly make the final decision about methodology and research process Desk study (up to 5 days) Goal: Familiarize with existing knowledge relevant to the assignment Analysis of key documents Deliverable: Inception Report Fieldwork (up to 15 days) Fieldwork based on methodology defined in approved Inception Report Draft report Deliverable: First draft to be discussed and commented on by TDH and FEMALE Final Report of the Feasibility Study in English (of no more than 30 pages, excluding annexes), consisting of Executive summary of no more than 2 pages Description of the studys methodology Project description Context and problem analysis Analysis of the local partner organization(s) Analysis of the target group(s) and key stakeholders Assessment of the project proposal regarding the OECD-DAC criteria Recommendations for improving the project proposal Concluding remarks Annexes, which may include a stakeholder analysis matrix, list of people interviewed, key documents consulted, data collection instruments, transcripts of interviews, raw data of questionnaires, signed data protection agreements of all participants.
