Tenders are invited for Service Provider for Project Cycle Management Training Package for Selected CSOs and CBOs -Akkar and North Lebanon. Intervention Sector(s): Development Remuneration range: 2000 to 3000 (USD) Duration of Contract: 10 weeks Mada Association, in partnership with WeWorld and LWRO, is implementing the SAFE project under RDPP III, with the objective of enhancing access to rights, safety, and self-reliance for vulnerable refugee and local communities in Akkar, North Lebanon, Baalbek-Hermel and Bekaa through sustainable livelihoods solutions in the agri-food sector. The project combines livelihoods support with localization and policy dialogue, with a strong focus on Decent Work, gender equality, prevention of child labor, civil society mobilization, and community-led action. Under its localization component, the project aims to strengthen national, sub-national, and civil society actors to mainstream Decent Work and support the agri-food sector. Within this framework, it will provide training to youth-led CSOs and CBOs on Project Cycle Management (PCM), with a focus on innovative solutions for agri-food and associated value chains, both in development and emergency context. Selected CSOs/CBOs will later receive small grants either to respond to the multifaceted crisis or to implement community-based interventions that promote workers rights, social cohesion, or innovative and sustainable solutions in the agri-food value chains. The project foresees support to 3 CBOs/CSOs in Akkar and North-Lebanon SCOPE OF COLLABORATION As part of the SAFE project, Mada association herein and after referred to as the Contracting Authority seeks a qualified service provider to design and deliver a practical Project Cycle Management (PCM) training package for three selected CSOs and CBOs, including youth-led organizations, to strengthen their capacity to design, plan, budget, implement, monitor, and report on community-based interventions. The training should enable participating organizations to further develop technically sound, context-relevant and grant-ready project proposals aligned with SAFE project and context priorities, particularly Decent Work, social cohesion, workers rights, gender equality, youth engagement and innovation. Target Participants The training will target the three selected CSOs/CBOs in Akkar and North-Lebanon region. Participants may include organizational representatives responsible for programme design, implementation, finance, monitoring or organizational leadership. The exact number of participants per organization will be confirmed by Mada before the start of the assignment. As an indicative approach, each organization may nominate 2 to 3 representatives to ensure both programmatic and financial functions are covered. Specific Objectives The overall purpose of this service is to design and implement a comprehensive package of PCM through collective training, to selected organizations. The sessions should be practical, interactive, and tailored to the organizations needs, with the aim to equip them with essential skills to enhance their ability to design and implement sustainable community-based projects. The service provider will be expected to: Develop a tailored, participatory training package on Project Cycle Management, proposal development, and grant management for CSOs/CBOs operating in the target regions. Strengthen participants understanding of the full project cycle, including needs assessment, problem analysis, project design, results-based planning, budgeting, implementation, risk management, monitoring, reporting, accountability and learning. Support CSOs/CBOs to translate community needs into feasible project concepts and proposals, including refining their initiatives under the SAFE Call for Proposals. Introduce practical tools for proposal writing, budgeting, fundraising, marketing, digital outreach and community mobilization. Ensure that Decent Work, gender equality, protection, social cohesion, environmental sustainability, conflict sensitivity, and Do No Harm principles are integrated into project design and implementation. Key Responsibilities: The service provider will be responsible for the following tasks. Inception and Preparation The service provider shall: Hold an inception meeting with Mada to confirm expectations, participant profile, training schedule, methodology and logistical arrangements. Review relevant SAFE project documents, including the project objectives, relevant activities, thematic priorities and the anticipated grant mechanism. Develop a concise training methodology, agenda and session plan for 8 collective sessions. Prepare all training materials, tools, templates, presentations and practical exercises. Design a pre/post-test and other learning assessment tools. Ensure the training package is adapted to the capacity level of local CSOs/CBOs North Lebanon. Delivery of 8 Collective Training Sessions The service provider shall deliver 8 collective sessions to the selected CSOs/CBOs. The sessions should be participatory, practical and oriented toward the development of sustainable projects. The proposed content should cover the following areas: Session 1: Introduction to Project Cycle Management Including overview of the project cycle, identification, design, implementation, monitoring, evaluation and learning, as well as linking community needs to project objectives. Session 2: Community Needs and Problem Analysis Including basic needs assessment tools, stakeholder analysis, problem tree and objective tree, conflict sensitivity and Do No Harm principals, inclusion of vulnerable groups. Session 3: Project Design and Results Framework Including defining objectives, outcomes, outputs and activities, developing basic indicators and means of verification, assumptions and risks, mainstreaming of decent work, gender equality, prevention of child labour and social cohesion. Session 4: Proposal Writing Including structure of a project proposal, writing the problem statement, objectives, methodology and expected results, defining target groups and selection criteria, and developing clear and realistic activities. Session 5: Work Planning and Implementation Management Including activity planning, roles and responsibilities, timeline development, coordination with stakeholders, and basic risk management during implementation. Session 6: Budgeting and Grant Management Including activity-based budgeting, budget narrative and cost justification, eligible and ineligible costs, basic financial documentation, procurement principles, transparency and accountability, and common grant management risks. Session 7: Monitoring, Reporting and Accountability Including simple MEAL plans, output and outcome tracking, means of verifications, activity reports and supporting documents, beneficiary feedback and complaints, safeguarding, PSEAH and ethical implementation, and learning and documentation of results. Session 8: Fundraising, Marketing, Digital Outreach and Project Idea Clinic Including basics of resource mobilization, communicating organizational value and community impact, digital tools and social media for outreach and visibility, marketing and communication for community-based initiatives, and practical group work on project ideas. The sessions mentioned above are within an average of 3 to 4 hours per session with one session per day for an average of 2-3 days per week. Final report and closure The service provider shall submit a final report including participant list, attendance sheets, summary of sessions delivered, pre/post-test results, key observations, participants feedback, challenges, learnings and recommendations for project team follow-up and future action. Key Deliverables & Timeline The assignment shall be completed within Ten weeks, covering curriculum development, training delivery, and reporting. # Deliverable Description Deadline 1 Inception Report & Workplan Detailed methodology, training curricula outline, sessions schedule and plan, and monitoring framework Within 1 week of contract signature 2 Training Materials Training modules (presentations, handouts, exercises, pre- and post-tests, evaluation form, practical templates etc.) customized to the project scope Within 1 week of the approval of deliverable #1 3 Delivery of Training Sessions Delivery of 8 sessions to the 3 selected CSOs/CBOs in North Lebanon. Within 4 weeks of the approval of deliverable #2 4 Final Report Consolidated report including participant list, attendance, summary of sessions delivered, pre/post-test results, key observations, participant feedback, challenges, learnings and recommendations for project team follow-up and future action. Within 1 week of the completion of deliverable #3 Methodology The training should be practical, interactive and adapted to the needs of local CSOs/CBOs. The methodology should combine: Short technical presentations; Group exercises; Practical templates; Case studies relevant to community-based and agri-food interventions; Group work on project ideas; Peer learning and feedback; Participatory reflection on risks, inclusion and accountability. The service provider should avoid overly theoretical content and ensure that each session results in practical outputs that can help organizations in strengthening their capacity and practice on project cycle management. The training should be delivered primarily in Arabic, with key templates available in Arabic and/or English as agreed with Mada, while reporting to the contracting authority should be fully in English.
