Oct 2026 Intervention Sector(s): Labor & Livelihoods Remuneration range: > 6000 (USD) Duration of Contract: 4 months About the project Lebanon has faced multiple crises since 2020, including socioeconomic deterioration, the COVID-19 pandemic and the Beirut blast. These pressures have increased household vulnerability and child protection risks, including early marriage, child labour, corporal punishment and domestic abuse. Levitums Child Protection (CP) project includes life skills sessions for children in schools and positive discipline sessions for caregivers. Its livelihoods component aims to improve the livelihoods of vulnerable households so they can continue to prioritise child protection. This endline follows the Livelihoods Baseline Programme - 2025. Purpose of the study The purpose of the endline is to measure changes in key livelihoods indicators since the 2025 baseline among Lebanese caregivers in Bourj Brajneh, Minieh, Baalbek and Saadnayel, and assess progress against programme targets where established. The study will examine the implications of these changes for household vulnerability and childrens well-being. Objectives Levitum aims to generate evidence on changes in household livelihoods and childrens well-being following the interventions. The specific objectives are: To measure endline values of the baseline livelihoods indicators and compare them with baseline values and agreed programme targets, where available. To examine differences by area and gender, assess gender equity in programme outcomes and recommend improvements for future programming. To relate the findings to the programmes theory of change (ToC), examine its assumptions and identify lessons for future livelihoods and child protection interventions. Methodology A quantitative approach will be adopted through a survey of Lebanese caregivers in the four study areas. The baseline TOR specified caregivers aged 19 to 64 years. The consultant will review the achieved baseline sample, questionnaire, dataset and indicator definitions with Levitum before finalising the endline design. The consultant will propose a probabilistic sample with adequate coverage by area and gender and justify its size for comparison with the baseline. The design must explain whether the same caregivers can be recontacted or a comparable independent sample is required, and address non-response, attrition, weighting and any changes in eligibility. Data may be collected through household visits or telephone surveys. The proposal must explain sampling for both options and how comparability with the baseline collection mode will be maintained. Core questions, indicator definitions and recall periods should remain consistent; necessary changes must be documented and approved by Levitum. Analysis will compare baseline and endline results by area and gender, with confidence intervals and appropriate tests of change. The report must explain comparability limits and distinguish observed change from effects that can be attributed to the programme. Roles and Responsibilities The consultant will manage enumerator recruitment and training, fieldwork logistics, data collection and entry, equipment, transport and participant appointments. Responsibilities include piloting, supervision, quality checks, informed consent and confidentiality. The team must follow Levitums safeguarding requirements and agreed referral procedures for protection concerns. Baseline materials and access arrangements will be reviewed with Levitum at inception. Qualifications and skills Experience Strong technical and analytical capacities and demonstrated knowledge of research methods and techniques for data collection and analysis. Experience in comparable baseline/endline studies or evaluations, including sampling and analysis of change over time. Experience working within the Lebanese context. General competencies Excellent communication and presentation skills and report writing in English. Cultural, gender, religious and age sensitivity and adaptability. Ability to adapt to change and remain calm under pressure. Excellent analytical skills and ability to explain findings clearly. QualificationsPostgraduate degree(s) in fields such as Development Studies, Social Sciences or Gender Studies.
