Tenders are invited for Renting Cell Phones to Use as a Ussd Information Service during the Election Event Service Location: Gaza Strip Tender Description Tender for the Rental of Cell Phones to be Used in the USSD Inquiry Service During the Election Event First: Suppliers Instructions Bid Number: CEC/Q/PLC/2026/071 When submitting a Tender, the Supplier fully accepts all general terms governing the Contract as the sole basis for such Tender, regardless of its terms of sale and supply, which it accepts to cancel in respect of this Contract and waives their application. The CEC expects the supplier to read and abide by the instructions, forms, general terms of contract, and technical specifications contained in the tender documents and will not consider any tender that does not contain all the required information and documents and will not take into account any reservations that the supplier may include in its bid. Supplies Required The subject of this tender is the rental of mobile phones for the 2026 legislative elections, by the supplier(s) with/who are contracted to the regional warehouse of the Central Elections Commission, the required supplies consist of (1) one main category. The Central Elections Commission Palestine invites qualified companies and suppliers wishing to participate to submit their bids for the rental of up to 2000 mobile phones for use by the CEC staff at polling centers and stations during the election event, for a period of five (5) days. The tender aims to provide ready-to-use cellular devices to support the operation of the query service via USSD during the period of the election event. The scope of the tender is limited to the rental of cellular devices and the provision of a dedicated charger for each device, and does not include the provision of SIM cards, phone numbers or any telecommunications services. The Committee encourages all eligible suppliers to participate and submit their proposals in accordance with the terms and specifications contained in this brochure. The supplies supplied must fully conform to the required specifications specified in the tender documents (Specification Appendix) and must in all respects comply with quantities, models, measures, and other instructions. Participate in the Tender All suppliers registered with the competent authorities are entitled to participate in the tender and submit bids to the Central Elections Committee. Suppliers participating in the tender must prove their legal, technical, and financial competence, and that they possess the necessary and sufficient resources to execute the tender. Contract Type Supply of supplies according to the unit price. Categories of Supplies A single contract is signed with the supplier(s) who/who are referred to supply the category of supplies or parts thereof. Tender Coin The prices of the required supplies included in this tender shall be set in US dollars, inclusive of all fees, taxes and all costs, excluding VAT (i.e. Q.S.C. = zero%) exempt from VAT. Bid Validity Period Bids shall be valid for a period of (90) ninety days after the deadline for submission referred to in the bid delivery clause below. Bid Delivery Bids will be sent, before the deadline, which is 12:00 pm on Sunday, September 27, 2026, to the following address: Central Election Commission / Procurement and Supplies Department Gaza City Rimal District Al-Shuhada Street Saqallah Building Sixth Floor Bid Order: The price quote for the required technical and administrative supplies, which includes all technical, administrative and financial specifications, shall be placed in a separate sealed and duly sealed envelope, and the technical offer shall be written on the envelope. The financial quotation of the required supplies, which includes the prices and everything related to prices, shall be placed in a separate, duly sealed and sealed envelope, and the financial offer shall be written on the envelope. Bid Content Submitted tenders shall comply with the requirements set out in the tender documents and shall consist of the following: A detailed description of the technical specifications of the supplies offered by the supplier in accordance with the technical specifications specified in the tender document. A financial offer (quotation) stating the prices of the supplies excluding VAT. Bank name and account number for payment processing. The companys registration number with the VAT Department. A description of the companys qualifications (experience, previous bids). Signature of the authorized officer and the companys seal. Bid Prices The supplier shall ensure the correctness, completeness, and comprehensiveness of the prices provided by it and include all costs after taking into account all factors that affect the full and appropriate execution of the tender. The unit price is mentioned for the required supplies (services) so that it includes all costs in terms of transportation, loading, downloading, installation and operation, and includes all fees, taxes, and all costs, and does not include VAT (i.e. QC = zero%). Costs of Preparing the Tender The supplier shall bear all costs associated with the preparation and submission of its bid, and in no event shall the CEC be responsible or obligated to pay such costs or part thereof, regardless of the outcome of the bidding process. Bid Ownership The CEC reserves the right to own the tenders and the documents related to them that it receives under the procedures of this tender and no supplier who participated in the tender has the right to recover or request its bid. Opening Bids The Central Election Commission (CEC) will initially open and inspect the bids received to ensure that they are complete, do not contain any arithmetic errors, and are duly signed and sealed. A minutes of the bid opening process are prepared by the Head of the Procurement and Supplies Section of the Central Elections Commission for documentation. In order to facilitate the examination, evaluation and comparison of bids received by it, the Bid Evaluation Committee, appointed by the Central Election Commission, may request clarifications from the supplier(s) regarding their tenders, provided that: The request for clarification and the response of the supplier(s) shall be in writing. The clarification or response of the supplier does not include any request, offer or authorization by the committee or the supplier concerned to change the prices or the substance of the bid submitted by it. Bidders whose owners attempt to influence the Bid Evaluation Committee during the process of reviewing, evaluating and comparing bids and/or attempting to obtain information about the progress of the evaluation and comparison process and referral recommendations are disqualified. Any bid received after the deadline mentioned in the bid delivery clause above will not be opened and all bids received after that will be returned to their holders without being opened. Second: Evaluation, Referral and Contracting Initial Evaluation of Bids Tenders submitted are initially examined to ensure that they meet the minimum administrative requirements set out in the Tender Documents, that they do not contain any supplier-specific conditions that materially affect the performance of the contract or limit the rights of the Central Election Commission or the obligations of the Supplier, or differ significantly from the terms contained in the Tender Documents in a manner that does not guarantee equal competition with Bids that have complied with the Tender Terms. Bids that do not comply with the conditions stated in the tender documents will be rejected immediately and will not be allowed to amend or cancel some of their conditions to comply with the conditions stated in the tender documents. Evaluation of bids technically and financially Technical Evaluation: After analyzing the bids that comply with the administrative conditions set out in the bid documents, the evaluation committee evaluates each bid individually from a technical point of view and decides whether it meets the minimum required technical specifications or not, in addition to evaluating the capabilities of the supplier and the services it provides. Financial Valuation: When evaluating bids that meet the administrative and technical conditions, the arithmetic errors will be corrected according to the following rules, and any bid that is not accepted will not be considered: The unit price and the total cost correction are adopted if there is a discrepancy between the unit price and the total cost (total cost = unit price xnumber of units required). Words are adopted if there is a discrepancy between words and numbers. Bid Referral Referral Criteria and Conditions: The bid is referred to the supplier who submitted a bid that meets the conditions stated in the bid documents and received the highest score during the evaluation process. The CEC reserves the right to accept or reject any bid received by it and/or to cancel the entire bid, without giving reasons, at any time prior to its submission, without any responsibility or obligation to the suppliers who submitted it. The Central Election Commission has the right to cancel the bid for all or some categories of the required supplies without any responsibility and without giving reasons. The CEC is not obliged to accept the lowest prices without giving reasons. The supplier to whom the tender will be referred shall be notified of this in writing, prior to the expiration of the validity of the tender submitted by him.
