Tenders are invited for National Consultant for Migrant Health Policy Review. Closing Date: 3 Oct 2026 Type: Consultancy Project Context and Scope The Department of Health (DOH), through the Bureau of International Health Cooperation (BIHC), is undertaking the review and revision of Administrative Order No. 2016-0007, National Policy on the Health of Migrants and Overseas Filipinos, to strengthen its responsiveness to evolving migration patterns, emerging public health challenges, and developments in national and global migration governance. The initiative seeks to assess the implementation of the existing policy, identify gaps and opportunities for improvement, and develop a revised policy framework that aligns with current national priorities, institutional mandates, and international commitments on migration health. The consultancy forms part of the technical support provided by the International Organization for Migration (IOM) to the Government of the Philippines in advancing evidence-based migration health governance and strengthening multisectoral coordination for the health of migrants and overseas Filipinos. IOM, through its Migration Health Division (MHD), will provide technical and coordination support throughout the consultancy. The consultant is expected to closely coordinate with IOM and DOH-BIHC in the planning, implementation, and validation of all activities, including policy review, stakeholder consultations, drafting of policy revisions, and presentation of findings and recommendations. Organizational Department / Unit to which the Consultant is contributing Migration Health Division (MHD), IOM Philippines Country Office, providing technical support to the DOH Bureau of International Health Cooperation for the assessment and revision of the National Policy on the Health of Migrants and Overseas Filipinos (AO No. 2016-0007). The consultant will report to and coordinate regularly with designated focal points from both IOM and DOH-BIHC. Responsibilities Category B Consultants: Tangible and measurable outputs of the work assignment: The consultant will work under the technical guidance of DOH-BIHC and in regular coordination with IOM Philippines throughout the duration of the consultancy. Category B Consultant hired to deliver a report on a four-instalment payment basis: First Deliverable (Proposed deadline: November 19, 2026) Inception Report and Policy Review Inception Report, workplan, methodology, and stakeholder mapping. Desk review of AO No. 2016-0007 and relevant migration health policies and frameworks. First Instalment Payment (20%) Second Deliverable (Proposed deadline: December 17, 2026) Stakeholder Consultation Report Completion of stakeholder consultations, interviews, and focus group discussions. Consultation Report summarizing key findings, challenges, good practices, and recommendations. Second Instalment Payment (25%) Third Deliverable (Proposed deadline: January 14, 2027) Assessment Report and Draft Revised Administrative Order Comprehensive Assessment Report. Draft Revised Administrative Order for stakeholder review and validation. Third Instalment Payment (30%) Final Deliverable (Proposed deadline: February 18, 2027) Validated and Final Revised Administrative Order Conduct/support policy validation activities. Final revised Administrative Order incorporating comments from stakeholders and DOH. Final consultancy completion report and presentation of key recommendations. Final Instalment Payment (25%) Performance indicators for the evaluation of results Delivery of all agreed outputs within the established timeline and in accordance with IOM and DOH requirements. Assessment report demonstrates comprehensive analysis of the implementation status of AO No. 2016-0007, including clearly identified operational, legal, policy, and coordination gaps. Stakeholder consultations are conducted and documented in a systematic, inclusive, and evidence-based manner, with inputs appropriately reflected in the policy revision process. Draft revised Administrative Order is technically sound, evidence-based, and aligned with national priorities, institutional mandates, and relevant international frameworks. Final revised Administrative Order incorporates validation feedback and is endorsed as satisfactory by DOH-BIHC and IOM. Demonstrates effective coordination, responsiveness to feedback, and professional communication with DOH, IOM, and relevant stakeholders throughout the consultancy period. Qualifications Education, Experience and/or skills required Advanced degree in public health, health policy, social sciences, international relations, or a related field. At least 5 years of relevant professional experience in health policy analysis, migration health, or related areas. Demonstrated experience in policy review, drafting of national health policies or administrative issuances, and stakeholder consultation processes. Strong understanding of Philippine health systems and migration governance frameworks. Excellent analytical, writing, and facilitation skills. Ability to work independently and engage effectively with multiple stakeholders. Languages For this consultancy, English is required. Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
