The City Of Mikkeli, Infrastructure And Green Area Services, Is Requesting Bids For The Land Construction Contract For Contaminated Soil And Waste Removal As A Mass Replacement Of The Former Locomotive Depot Located At Ratakatu 7 In Mikkeli. The Contract Is Implemented As A Mass Exchange And The Form Of Procurement Is A Total Contract Based On Unit Price. The City Of Mikkeli Acts As The Customer In The Project. The City Of Mikkeli And Vr-Yhtymä Oyj Are Responsible For The Costs. Tenders Are Selected Based On The Cheapest Total Price According To The Unit Price List. The Procurement Unit Reserves The Right Not To Make A Procurement Decision If The Bids Received Exceed The Allocated Funds For The Procurement. The Anticipated Value Of The Procurement Exceeds The National Threshold Value For Construction Contracts (150,000 Euros Vat 0%). The Contract Period Is 2 November 2026-31 July 2027. The Possible Drying Of Excavated Soils Under Groundwater May Affect The Duration Of The Contract. The Content Of The Contract Is Described In More Detail In The Contract Program (Appendix 5). The List Of Quantities And Unit Prices (Tender Request Form Veturitalli Pima 16.9.2026) Is Shown In Appendix 11. The Quantities Are Not Binding On The Customer, The Customer Is Not Bound By The Estimated Mass Quantities. The Execution Of The Contract Can Only Start When The Pima Decision And The Procurement Decisions Regarding The Reception Of Contaminated Soils Are Legally Binding. The Renovation Work Will Be Carried Out In Accordance With The Renovation Plan Prepared By Ramboll Finland Oy And The Lvv In Accordance With The Renovation Decision. Ramboll Finland Oy Is Responsible For The Environmental Technical Supervision Of The Remediation Of The Contaminated Soil. The Reception Of The Contaminated Soil Will Be Tendered Through A Separate Procurement, The Procurement Decision On Which Is To Be Made In November 2026. The Contaminated Soil And The Threshold Value Soil Will Be Delivered To The Reception Locations Specified Later By The Customer. As Concentrations Exceeding The Threshold Values, Lower Guideline Values And Upper Guideline Values. Organic Waste, Such As Sawdust, Bark And Wood, As Well As A Wooden Grid Structure Used As Bottom Reinforcement, Which Contains Both Untreated And Impregnated Wood, Has Also Been Found In The Soil. The Pollution Is Mainly Concentrated In The Area North Of The Locomotive Shed And In The Vicinity Of The Dismounted Sidings From The Area. In The Southern Construction Area (Former Terminal Area), Arsenic Has Been Found In The Surface Soil In Large-Scale Concentrations Exceeding The Threshold Level. In Addition, Individual Threshold Value Exceedances Of Pah Compounds And Nickel Have Been Observed In The Area. In The Future Lpa Area According To The Formula, Oil Hydrocarbons, Pah Compounds, Tex Compounds, Metals And Pcdd/F And Pcb Compounds Have Been Found, Among Other Things. Elevated Concentrations Are Especially Related To The Environment Of The Wood Grating Structure Located In The Area. The Bidder Cannot Later Refer To Such Circumstances Or Factors That Would Have Been Detectable By Carefully Examining The Object.
