Transport Services (Excl. Waste Transport) – Transport Support For The Armed Forces Deployments. This Tender Concerns Transport Support For The Armed Forces Deployments Globally, Including Resupply. The Agreement Must Cover All Modes Of Transport, I.E. Road Transport, Air Transport, Sea Transport And To A Lesser Extent Also Rail Transport And Courier Transport, As Well As Multimodal Transport. The Armed Forces Have Their Own Means Of Transport, But Not Enough To Cover The Need. The Agreement Is Thus A Supplement To The Defenses Own And The Allies Transport Capacities. The Transports Cover I.A. (Not Exhaustive): Transport Of Any Kind Of Military And Non-Military Material, Including Classified Material (Up To And Including The Classification Level Secret (Hem)), Sensitive Material And Dangerous Goods, Including Itar-Regulated Transport (International Traffic In Arms Regulations) Etc., As Well As Transport Of Personnel. It Will Be A Requirement That The Supplier Must Be Able To Handle Any Necessary Task Connected With The Transport As Well As Related Services. The Type Of Tasks To Be Carried Out Are Typically Transport To And From National And International Missions, Exercises, Transport For Allied Nations, As Well As Transport To Disaster Areas, Emergency Relief Areas, Etc. Transport Tasks Can Thus Include Transport In High-Risk Areas, E.G. Areas With War Or War-Like Conditions, Areas With High Crime Rates, Areas Affected By Natural Disasters Or Extreme Weather Conditions. The Transport Needs Vary In Size And Number From Consignments Of Individual Small Packages To Parts And/Or Full-Loads, A Large Part Of Which Are Direct Deliveries, Often With Specific Requirements For E.G. Time, Requirements For Stamping Documents At Border Crossings, Etc. The Armed Forces Operate Globally 24/7/365 And Need Transport Capacities That Support This. In Order To Increase Security Of Supply, The Norwegian Armed Forces Want To Enter Into A Strategic Partnership With Up To 3 Suppliers In A Cascade Model. Strategic Partnership Here Understood As A Close Collaboration In Relation To Planning, Optimization And Implementation Of Transport Solutions Including Subsequent Experience Follow-Up. Active Participation Is Expected, Primarily From The Primary Supplier In The Cascade, Also At Short Notice, In E.G. (Not Exhaustive): The Defenses Internal Staff Meetings And Work With The Exchange Of Knowledge About Specific Destinations, Modes Of Transport And Transport Solutions, Including Subsequent Experience Follow-Up For Use In The Development Of Future Transport Solutions, Knowledge Gathering On Installations Both In And Outside Denmark, Threat Assessments, Emergency Planning, Etc. The Agreement Therefore Contains Requirements That The Supplier Provides A Dedicated Team, And That Both Participants In The Team And The Suppliers Location, From Which The Team Works, Can Be Security Approved. Other Suppliers In The Cascade Must Also Be Able To Act As A Strategic Partner To The Extent Deemed Necessary.
