Tenders are invited for Tchad - Consultant for the Realization of a Comparative Analysis of the Value Chains of the GEFZ-Aouk-Manda Macrolandscape and Their Prioritization for Support Closing Date: 23 Sep 2026 Type: Consultancy COOPI is looking for a Consultant to carry out a comparative analysis of the value chains of the GEFZ-Aouk-Manda macrolandscape and their prioritization for support by the PARCOURS project in Chad Background and Rationale COOPI - Cooperazione Internazionale, in consortium with the national NGOs ACORD - Chad and RAPS Développement, is implementing the PARCOURS project, which aims in particular to strengthen inclusive and gender-sensitive production systems and value chains in pastoral, agricultural and other sectors in the communities and territories of the GEFZ-Aouk-Manda macrolandscape. The Zakouma Large Functional Ecosystem (GEFZ) in Chad, which also incorporates the Aouk-Manda functional ecosystem, is co-managed by the Government of the Republic of Chad (via the Ministry of Environment) and the NGO African Parks Network (APN). The large functional ecosystem of Zakouma (GEFZ) straddles the provinces of Guéra, Salamat and Moyen-Chari. In this perspective, the study planned within the framework of PARCOURS will be based on the knowledge and analyses already available in order to ensure its capitalization and avoid duplication. It will aim to complete this work by deepening the analysis of priority sectors and by identifying market opportunities, marketing channels, constraints and development levers that are still insufficiently documented in the area of intervention. Purpose of the position The general objective of the study is to analyze and conduct a comparative study of the different pastoral, agricultural and other sectors present in the GEFZ-Aouk-Manda macrolandscape and prioritize among them, on precise criteria (to be defined by the consultant in collaboration with COOPI and the Delegation of the European Union) the most relevant in terms of potential for exploitation, attractiveness for foreign investors, job creation in the sector in Chad, inclusion (young people, women) in the sector and protection of Protected Areas. Expected results A structural map with quantification of flows and volumes is produced for each value chain analysed according to the principles and standards of the approach adopted (ValueLinks or VCA4D); The actors of the selected value chains and their roles are identified; The strengths, weaknesses, opportunities and external threats of each sector (climatic, security and economic) are documented in a SWOT analysis; Analysis of major risks and mitigation measures in each link of the value chain; Identification of market opportunities and bottlenecks; Margins and value added per link are estimated; Definition of upgrade objectives; quality improvement, local processing, strengthening of business links or improvement of support services; A market analysis is carried out for each sector, making it possible to characterize the demand, the marketing channels, the main competitors and the development opportunities on the local, sub-regional and export markets; Ranking/prioritization of the sectors for project support according to clear criteria (established by the consultant) aligned with the strategic priorities of Global Gateway and "Chad Connection 2030". Candidate Profile The consultant or design office will have to: Have a university degree (BAC +4/5) in the field of agricultural production, livestock, agro-economic development, or any other related discipline ; Training/certification on a recognized agro value chain analysis methodology (certificate required); Have conducted at least two (2) consultancy missions per year in the last 5 years, on behalf of INGOs, UN agencies, development projects or other technical and financial partners; Have carried out at least 3 agropastoral value chain analyses in the last 7 years on behalf of INGOs, UN Agencies, development projects or other technical and financial partners; Have an excellent knowledge of the French language (language of writing of the report), knowledge of Arabic (local language) is desired ; Have carried out at least two (2) consultancy missions in Chad in the last 7 years; Have a good knowledge of and regular access to export support and foreign direct investment promotion services (CCIAMA, ANIE, etc.) related to agropastoral sectors in Chad (or via another person in their team/firm) ; Varied international experience in different contexts is a plus; Also have good listening, communication, facilitation and leadership skills, but also writing and synthesis; Groups involving several profiles will be appreciated. "Financial offer » It will include the following elements: A financial proposal that must show the details of the quantities and the unit costs for the fees and all other costs related to the service. Total amount, shown excluding taxes (HT) and all taxes included (TTC), specifying the taxes applicable in Chad. Only documents submitted in PDF format will be accepted.
