Expression of Interest for Digital Platforms for Enhanced Farmer Advisory Services 4. SCOPE OF WORK The consultant or firm shall undertake the following tasks: Task 1: Inception and Work Planning The consultant shall hold an inception meeting with NPCU, SPCUs, MoAI, MoLFR,M&E team and relevant stakeholders. The consultant shall prepare an inception report including methodology, workplan, tools, stakeholder engagement plan, risk management plan and detailed implementation schedule. Task 2: Needs Assessment and Digital Readiness Assessment The consultant shall conduct a rapid assessment in RLRP target district areas to understand: - Farmers main advisory needs. - Existing extension service delivery channels. - Mobile phone ownership and usage. - Internet and network coverage. - Literacy and language preferences. - Gender, youth and IDP access barriers. - Existing use of WhatsApp, SMS, radio, voice messages or mobile money. - Existing extension officers, VBAs, CAHWs and service providers. - Required crop and livestock advisory content. - Risks related to misinformation, data protection, exclusion and sustainability. The assessment shall provide clear recommendations on the most suitable digital solution for Somalias rural context. Task 3: Platform Technical Design The consultant shall prepare a complete technical design and system document. And the design of the digital advisory platform include: The technical design shall comprise high-level designs (HLD) showing integration between systems and databases, and low-level designs (LLD) detailing database schema, APIs, and UI/UX wireframes. The consultant shall prepare the technical design during the inception phase. The formal design deliverables shall include the High-Level Design (HLD), LowLevel Design (LLD), System Architecture, Database Design, API Specifications, Security Design and Integration Design. - Farmer registration module. - Farmer profile and location module. - Crop and livestock advisory content library. - SMS advisory messaging. - WhatsApp advisory groups or chatbot where feasible. - Voice/audio advisory messages for low-literacy farmers. - Hotline or call-back function. - Extension officer/VBA interface. - Question and answer tracking system. - Dashboard for NPCU/SPCU monitoring. - Reporting module linked to RLRP M&E needs. - Gender, youth and IDP disaggregation. - Admin panel for content approval and message scheduling. The platform must be simple, low cost, scalable, secure and easy to maintain. Task 4: Beneficiary Registration, Profiling and Tracking Module The consultant shall develop the registration module to support RLRP beneficiary registration, profiling and tracking. KoboToolbox serves as the data collection interface, while the advisory platform synchronizes with the MIS through APIs to ensure consistency and avoid duplication. The module shall include: Farmer and agro-pastoral household registration Beneficiary profile creation. Household profile information. Location capture by Federal Member State, district, village/community and GPS coordinates were feasible. Crop production profile. Livestock profile. Livelihood and vulnerability profile. Gender, youth, IDP and vulnerable group tagging. Linkage to RLRP target districts and communities. Linkage to RLRP interventions, services or packages received. Registration by authorized users, including DLOs, extension officers, VBAs, CAHWs and RLRP staff. Beneficiary update and correction workflow. Verification status. Approval, rejection and correction workflows. Duplicate detection. Audit trail for registration, update and verification actions. Exportable beneficiary reports. The module should support both online and offline data collection, with delayed synchronization where internet connectivity is limited. Task 5: NIRA Integration, Identity Verification and Biometric Capture The consultant shall integrate the upgraded platform with NIRA through the NIRA available API The identity verification module shall include: NIRA based identity verification workflow during registration of all beneficiaries. The platform should also support other identity methods for users without National ID. Facial verification functionality where technically feasible. Biometric capture workflow. Selfie capture and matching process where applicable Duplicate beneficiary detection. Verification status indicator. Manual review and exception handling through officer task workflow. Audit logs for verification actions. Role based access to identity verification functions. Compliance with applicable data protection and privacy requirements. The consultant shall ensure that identity and biometric data are handled securely and are not accessible to unauthorized users. Task 6: Multichannel Advisory Communication The consultant shall develop the communication module to support RLRP advisory delivery through multiple channels. This shall be established as an integrated Advisory Service Management Process encompassing hotline, IVR, USSD, knowledge base, and case management, rather than as a single module. The upgraded communication module shall include: SMS advisory messaging. USSD-based farmer interaction. WhatsApp advisory messaging, groups or chatbot where feasible. Voice/audio advisory messages for low literacy farmers. Interactive Voice Response were feasible. Hotline and call center linkage. Call back request function. Mobile app notifications. Web portal communication. Multimedia advisory content sharing. The system shall allow authorized users to send targeted messages by: Federal Member State. District. Village/community. Crop type Livestock activity. Gender. Youth status. IDP status. Vulnerability category. Farmer group. Intervention type. Service provider linkage. The system should track message delivery, failed delivery, farmer responses, communication history and user engagement. Task 7: Hotline, Call Center and Call Back Management The module shall include: Farmer call in and call back request logging. Advisory inquiry registration. Categorization of calls and questions. Assignment of inquiries to responsible extension officers, VBAs, CAHWs, DLOs or technical specialists. Status tracking. Response and resolution tracking. Escalation of unresolved cases. Farmer profile linkage to call and advisory history. Task 8: Extension Officer, VBA, CAHW, DLO and Service Provider Interface The consultant shall configure role based interfaces for: RLRP NPCU users. SPCU users. DLOs. MoAI Admin and extension officers. MoLFR Admin and extension officers. VBAs. CAHWs. Service providers. RLRP M&E users. The interface shall allow authorized users to: Register and update beneficiaries. Validate local advisory needs. Deliver advisory services. Schedule and send approved advisory messages. Collect farmer questions and feedback. Respond to assigned cases. Follow up with farmers and community groups. Record field visits and service interactions. Report field issues. Support women, youth, IDPs and vulnerable farmers who may face access barriers. View dashboards and reports according to role based permissions Task 9: Farmer Question, Feedback and Advisory Case Management The consultant shall develop the platform to include a structured farmer question, feedback and advisory case management system. The module shall include: Farmer question submission through mobile app, SMS, USSD, WhatsApp or field agents. Question categorization by topic, location, crop, livestock and urgency. Case assignment to relevant users. Response tracking. Escalation workflow for unresolved cases. Resolution status. The dashboard shall track indicators such as: Number of farmers registered. Number of agro-pastoral households registered. Number of farmers reached by advisory messages. Number of women reached. Number of youths reached. Number of IDPs reached. Number of vulnerable beneficiaries reached. Number of advisory messages sent. Number of farmer questions received and answered. Number of extension officers, DLOs, VBAs and CAHWs using the platform. Number of service providers registered or linked. Percentage of farmers are satisfied with the service. Percentage of farmers reporting use of advisory information. Number of CSA messages disseminated. Number of livestock messages disseminated. Number of post-harvest messages disseminated.
