Expression Of Interest For Capacity Building Program To Strengthen Uganda System For Environment And Social Risk Management UgandaS Development Agenda Is Increasingly Driven By Large Scale Investments In Infrastructure, Energy, Urban Development, Agro-Industrialization, And Service Delivery. While These Investments Are Essential For Economic Transformation, They Also Generate Environmental And Social Risks That Require Careful Management To Protect People, And Ecosystems, And To Achieve Long-Term Development Outcomes. Effective Environmental And Social Risk Management Is Fundamental To Achieving The World BankS Development Agenda Of Ending Extreme Poverty And Promoting Shared Prosperity On A Livable Planet. The World Bank Environmental And Social Framework (Esf) Provides For Strengthening Country Systems To Promote Sustainability Agenda. Whereas, Uganda Generally Has A Robust Institutional And Regulatory Framework, It Is Challenged To Effectively Integrate And Implement Mitigation Measures To Manage The Environmental And Social Risks Associated With Investment Projects. The World Bank Therefore Seeks To Engage Qualified Academic Colleges/Institution, Firm Or Nongovernmental Organization To Provide Specialized Technical Assistance And Build Sustainable National Capacity In Environmental And Social Risk Management. Objective Of The Assignment The Objective Of The Assignment Is To Strengthen National Environmental And Social Risk Management Systems Through The Development Of Professional Training Programs, Provision Of Technical Assistance And Advisory Services, Development And Update Of E&S Management Tools And Templates, And Support For Implementation Of National And WbgS Environmental And Social Standards In Public And Private Investments. Scope Of Services The Successful Firm/Institution Shall Undertake The Following Activities: Task 1: Development And Enhancement Of Short Course Environmental And Social Training Curricula Develop, Update, And Institutionalize Professional Training Programmes And Learning Materials To Enhance Practical Application Of E&S Standards. This Task Will Entail: (I) Development Of New E&S Short Course Curricula; (Ii) Refinement Of Existing Courses (Iii) Development Of Digital Learning Resources For Both New And Existing Courses Task 2: Environmental And Social Capacity Building And Professional Training Tailor Training Materials And Deliver Capacity-Building Programs For Selected Government Institutions And Private Sector Players Informed By Needs Assessments. Task 3: Development Of Environmental And Social Management Tools And Templates The Consultants Shall Support Government Institutions To Strengthen The Standardization And Quality Of E&S Documentation By Developing And Improving Sector-Responsive Templates And Guidance Materials. Task 4: Technical Assistance And Advisory Services Provide Strategic And Technical Support To Government Institutions Responsible For Environmental And Social Governance To Strengthen Their Capacity To Effectively Manage Environmental And Social Risks And Impacts, Enhance Compliance With Wbg And National Requirements And International Good Practice, And Improve The Overall Performance Of Environmental And Social Management Systems. Duration The Assignment Shall Be Implemented Over An Initial Period Of Fifteen (15) Months, Which Commences Upon Signing Of Contract, And Preferably Executed Between October 1, 2026December 31, 2027.
