Time Accounting Or Human Resources Software Development Services – Framework Services Agreement For The Acquisition Of Integrated Human Resources Management Software. This Contract Constitutes A Single-Awarder Framework Agreement Within The Meaning Of The Regulations Relating To Public Procurement. It Sets The Conditions Applicable To Recurring Services As Well As Additional Services And Developments Which May Be Ordered As The Needs Of The Contracting Authority Arise During Its Duration. The Purpose Of The Framework Agreement Is The Supply, Implementation, Maintenance, Support And Development Of An Integrated Human Resources Management System, Covering In Particular: • The Complete Management Of The Payroll Of Contractual, Statutory, Agents, Volunteers And Annuitants (Including Management Of Bonuses, Absences, Career Interruptions, Attendance Fees, Tax And Social Declarations, Etc.); • Time And Attendance Management, Including Badges, Leave Validation, Encoding And Validation Of Teleworking, Mission Management, Planning, As Well As Agent Access Via Web Portal And Mobile Application. The Market Aims To Guarantee Complete Functional And Technical Coherence Between These Two Areas, In A Single And Integrated Approach. It Does Not Include The Supply Of Physical Badge Terminals. The Contracting Authority Already Has This. Bidders Must Ensure That Their Solution Is Compatible With The Use Of Current Time Clocks (See Appendix E). The Contract Will Be Concluded For A Maximum Duration Of 10 Years. The Duration Of This Market Is Explained By The Investments And Developments Necessary To Provide A Solution That Meets The Needs And Constraints Of Hygea.
