Request for proposals for Consultancy Services for the Development of the 2026/27 Uganda Clean Cooking Outlook Report GGGI Uganda Country Office is inviting eligible firms/entities to submit their proposals for the following scope of work: Project Title: Consultancy Services for the Development of the 2026/27 Uganda Clean Cooking Outlook Report Background 1) GGGIs Mission and Approach The Global Green Growth Institute (GGGI) was established as an intergovernmental organization with the objective of promoting sustainable development of developing and emerging countries including the least developed countries. GGGI is dedicated to supporting the creation and diffusion of the model of economic growth known as green growth. The green growth model integrates economic growth, environmental sustainability, poverty reduction and social inclusion. 2) Project Background The Government of Uganda, through the Ministry of Energy and Mineral Development (MEMD), is implementing the Uganda eCooking Scale-Up and Support Programme in partnership with the Modern Energy Cooking Services (MECS) programme, the Global Green Growth Institute (GGGI), and ICLEI Africa. The programme is supported by the UK Foreign, Commonwealth and Development Office (FCDO) through the MECS programme managed by Loughborough University and aims to accelerate Ugandas transition to clean cooking through institutional strengthening, market development, policy support, standards and certification, investment mobilisation, and evidence-based sector coordination. Under the programme, GGGI is supporting the operationalisation and strengthening of the Clean Cooking Unit (CCU) within MEMD. The CCU coordinates implementation of the National Integrated Clean Cooking Strategy (NICCS) and related clean cooking interventions and supports sector data generation, analysis, monitoring, knowledge management and stakeholder coordination. To strengthen evidence-based planning and regular assessment of sector performance, MEMD initiated the Uganda Clean Cooking Outlook as an annual flagship statistical and analytical publication for the clean cooking sector. The programme contributes to Ugandas broader clean cooking and energy transition objectives under the National Development Plan IV (NDP IV), Energy Transition Plan (ETP), Nationally Determined Contributions (NDCs), and other relevant national policy and strategic frameworks. The inaugural Uganda Clean Cooking Outlook Report, 2025/26 established a comprehensive sector baseline across six priority clean cooking value chains, namely: a. Liquefied Petroleum Gas (LPG); b. Electricity for Cooking (E-Cooking); c. Ethanol for Cooking; d. Processed Biomass (Pellets and Briquettes); e. Higher-Tier Biomass Cookstoves (Charcoal and Firewood); and f. Biogas.
