The Bulnes Family Health Community Hospital Calls For Public Tender Through The Public Market Portal, To Sign An Agreement For “Clinical And Logistical Support Services For Six Months” With The Objective Of Providing Health Care To The Population Belonging To The Bulnes-Quillón Micro Network, Said Establishment Is Dependent On The Ñuble Health Service, In The Fulfillment Of Its Healthcare And Health Functions, It Must Guarantee The Continuity, Timeliness, Quality And Safety Of The Health Services It Provides. To The Population Of Its Territory, Seeking To Maintain A Response Capacity In Line With The Health Needs Of Its Users.The Need To Carry Out This Contract Originates From The Existence Of A Temporary Gap In Human Resources That Affects The Establishments Capacity To Provide Sufficient Coverage To The Different Clinical, Operational And Logistical Areas That Are Necessary For Its Operation, A Situation That Acquires Special Relevance Considering The Territorial, Demographic And Health Characteristics Of The Population Served By The Hospital.The Bulnes Family Health Community Hospital Plays A Strategic Role Within The Bulnes-Quillón Micronetwork, Directly Serving A Registered Population Of More Than 53,000 Beneficiaries. Likewise, It Constitutes The Only Public Hospital Establishment In The Aforementioned Micronetwork That Provides Health Care 24 Hours A Day, 7 Days A Week, Including Emergency Care And The Support Services Necessary To Respond To The Needs Of The Community. This Reality Takes On Special Relevance Considering That More Than 90% Of The Beneficiary Population Corresponds To Users Of The National Health Fund (Fonasa), And That The Territory Presents Conditions Of Rurality And Geographical Dispersion That Constitute Factors That Can Hinder Timely Access To Health Benefits. Consequently, The Continuity Of Operation Of The Hospital Is Essential To Guarantee Effective Access To Health Care For The Population Of Its Territory.The Bulnes-Quillón Micronetwork Is Made Up Of One (1) Hospital, Two (2) Family Health Centers (Cesfam), Two (2) Community Family Health Centers (Cecosf) And Three (3) Rural Posts. In This Context, The Bulnes Family Health Community Hospital Plays A Fundamental Role In Resolving The Health Needs Of The Population, Having To Respond Not Only To The Usual Demand, But Also To Those Needs That Require Hospital Care, Emergency Care And Support Services.Added To The Above Is The Institutional Need To Increase The Resolution Capacity Of The Establishment To Adequately Absorb The Health Demand Of The Community, A Situation That Has Generated Greater Requirements For Personnel Coverage In The Different Areas That Participate Directly Or Indirectly In The Care Of Users. The Current Availability Of The Hospital Does Not Allow, By Itself, To Provide Sufficient Coverage For All The Needs Of The Clinical And Logistical Areas Of The Hospital, Especially With Respect To Those Functions Whose Execution Is Essential To Maintain The Continuity Of The Care And Operational Processes During The Different Days Of Operation Of The Establishment. This Insufficiency Of Human Resources Is Not Due To The Intention To Permanently Replace Or Modify The Institutional Provision, But Rather To A Transitory Situation That Needs To Be Addressed In Order To Prevent The Existing Gap From Affecting The Continuity Of Services And The Normal Functioning Of The Hospital.In Consideration Of The Above, The Hospitals People Management And Development Area Is Carrying Out The Necessary Administrative And Management Actions To Advance In The Provision Of The Required Positions, In Accordance With Institutional Procedures And Current Regulations. However, These Processes Require A Processing And Execution Period Before The Positions Can Be Effectively Filled And Available For The Operation Of The Establishment.While The Effective Incorporation Of The Positions Into The Institutional Staff Is Materialized, There Remains An Immediate Need To Have Personnel Support To Cover The Functions That Currently Present A Lack Of Human Resources. In This Sense, The Contracting That Is Intended To Be Carried Out Through This Tender Constitutes A Transitory, Instrumental And Complementary Measure, Intended To Address The Gap That Exists During The Period Between The Identification Of The Need For Human Resources And The Effective Provision Of The Corresponding Institutional Positions.The Contracting Will Make It Possible To Have Support Human Resources In The Areas Determined By The Hospital, In Accordance With Its Effective Needs And With The Profiles And Functions Established In The Technical Bases, Thus Contributing To Maintaining The Continuity Of The Care, Operational And Logistical Processes Essential For The Operation Of The Establishment.The Need To Temporarily Have These Services Is Linked, Therefore, To A Goal Of Continuity Of The Public Health Service, In That It Seeks To Prevent The Temporary Insufficiency Of Personnel From Generating Interruptions, Reductions In Coverage, Delays Or Effects On The Processes Necessary For The Care Of Users.Consequently, This Contract Is Aimed Exclusively At Satisfying A Specific And Temporary Need Of The Hospital, During The Period Necessary For The Actions Intended To Provide The Required Institutional Positions To Be Developed And Completed, Without Prejudice To The Fact That The Effective Extension Of The Contracted Services Is Conditioned To The Needs Of The Establishment And The Corresponding Budgetary Availability.Likewise, The Contracting Will Be Structured So That There Is Correspondence Between The Needs Actually Accredited By The Hospital And The Services Required, Ensuring That The Contracted Services Are Allocated To Those Activities In Which There Is An Objective Gap In Coverage And That Are Necessary To Ensure The Continuity Of Institutional Functioning. Finally, The Hospital Must Monitor The Need That Motivates This Contract, In Order To Adapt Its Use To The Evolution Of The Institutional Staff And The Effective Provision Of The Respective Positions, Avoiding Maintaining Contracted Services Once The Circumstances That Justify Their Requirement Disappear, So Said Public Bidding Process Seeks The Conditions That Allow Achieving The Most Advantageous Combination Between All The Benefits Of The Good Or Service To Be Acquired, And All Its Associated Costs, Present And Future (Art. 37 Of The Regulation).
