Kaakkois-Suomen Ammattikorkeakoulu Oy Is Preparing A Procurement, The Initial Target Of Which Is The Procurement Of Project Administration And Expert Support Vitality And Functional Capacity With Lifestyle Control - From Ecosystem To Power Project. The City Of Vantaa Acts As The Main Applicant In The Consortium Project, Whose Part-Implementers Are The Welfare Area Of ​​Vantaa And Kerava (Vake), The Welfare Area Of ​​Western Uusimaa (Luvn) And The Southeast Finland University Of Applied Sciences (Xamk). The Project Develops And Pilots A Public And Private Sector Sports Ecosystem, Where Private Sports Companies Are Brought Into Customer-Oriented, Cross-Organizational Lifestyle Guidance Service Chains. The Project Will Build A Completely New Kind Of Public And Private Sector Ecosystem In The Sports Sector In The Area From Kerava To Hanko, Which Has A Population Base Of Approximately 800,000 Inhabitants. The Goal Is To Bring Private Sports Industry Companies Into Effective Lifestyle Guidance And Customer-Oriented Service Chains That Cross Organizational Boundaries. The Project Is Based On The Observation That Inactivity In Finland Causes Costs In The Order Of Billions Annually And Accumulates Especially On The Part Of The Population Whose Socio-Economic Status And Ability To Pay For Private Sports Services Is Weak - Unlike In The Social Security Sector, The Private Sector Is Not Yet Widely Involved In The Production Of Public Sports Services. The Project Will Be Implemented With About A Year Of Close Work (8/2026–8/2027) In Three Work Packages: (1) Building An Ecosystem Where Public And Private Actors Are Mapped And Brought Together, (2) Building A Process For Guiding Customers And Procurement And Financing Mechanisms, And (3) Implementing Practical Pilots And Scaling And Spreading The Best Operating And Financing Models. The Projects Target Group Is Especially Those Of Working Age And Those Who Have Just Retired, Including Those In The Risk Group Of Lifestyle Diseases And Those Suffering From Functional Impairments. Due To The Scope And Diversity Of The Project (Municipalities, Welfare Areas, Higher Education, Entrepreneurship Field), The Consortium Acquires A Professional Project Management And Expert Support Entity That Knows The Substance Of Both The Sports Sector And Social And Health Care, Their Interfaces, As Well As The Cooperation Structures And Financing Mechanisms Of The Public And Private Sectors. The Procurement Concerns The Joint Project Management And Expert Need Of The Entire Consortium (Vantaa, Vake, Luvn, Xamk), And Its Costs Are Covered By A Jointly Agreed Share Of The Consortium Partners. The Procurement Therefore Applies To The Joint Work Of The Consortium And The Regional Development Work Of Subcontractors. Southeastern Finland University Of Applied Sciences (Xamk) Acts As The Procurement Unit And Conducts The Bidding On Behalf Of The Consortium, Even Though The City Of Vantaa Is The Main Applicant For The Project.
