Founded in 1980 as the third global CARE member, CARE Deutschland e.V. is part of the CARE International confederation and has over 75 years of development experience. CARE Germanys mission centers on empowering women and girls, engaging men and boys, and advocating for change in society and governance - with a strong focus on socially excluded minorities and marginalized populations. Background: Years of political instability, insecurity, fragmented governance, and economic decline have weakened local institutions and reduced livelihood opportunities across urban Libya - challenges intensified by Storm Daniel in September 2023, which destroyed an estimated 3,000 businesses in Darna, causing widespread displacement, income loss, and unemployment. CARE Deutschland e.V. is developing a project to build sustainable livelihoods and inclusive community resilience in Darna and surrounding areas, combining a Climate Vulnerability and Capacity Assessment, safe spaces and social inclusion support, vocational/business/digital skills training, entrepreneurship support, municipal capacity-building for heritage preservation, and community-led climate adaptation initiatives. Purpose of the Consultancy: CARE Deutschland e.V. is seeking to contract an external consultancy to conduct a Feasibility Study assessing the viability, risks, and opportunities of the proposed project, and to provide a strong evidence base to inform its final design and implementation - including the Theory of Change, results framework, targeting, partnership arrangements, and risk mitigation measures. Scope of Work (Summary): The consultancy will cover: Context, stakeholder, and community need analysis Policy and legal review relevant to climate adaptation, livelihoods, and cultural heritage Do-No-Harm and risk analysis validation for Darna Partner capacity and partnership gap assessment Review of lessons from similar initiatives Feasibility analysis of proposed interventions (technical, economic, social, environmental, institutional, security, operational) Actionable recommendations for project design, targeting, and implementation arrangements The methodology combines desk review, field research, and stakeholder consultations (KIIs, FGDs, surveys) with women, youth, IDPs, vulnerable households, artisans, entrepreneurs, municipal authorities, civil society, and cultural heritage stakeholders. Deliverables: Inception Report (methodology, work plan, stakeholder engagement approach, sampling strategy, data collection tools) Feasibility Study Report (up to 30 pages excluding annexes, in English) Executive Summary Data Handover (all qualitative and quantitative data collected) Presentation of Main Findings and Recommendations Required Skills and Qualifications: Advanced university degree in international development, economics, climate/environmental studies, disaster risk reduction, social sciences, business development, or a related field Demonstrated experience conducting feasibility studies, needs assessments, or project design studies related to livelihoods, economic recovery, or climate resilience (BMZ experience an advantage) Proven experience assessing livelihoods, employment, vocational skills, entrepreneurship, and SME development, preferably in fragile or post-disaster contexts Familiarity with Libyas socio-political, economic, and cultural context; experience in eastern Libya/Darna is a strong asset Experience with conflict sensitivity, safeguarding, and do-no-harm programming Fluency in English required; proficiency in Arabic required (directly or via a qualified team member; Libyan dialect preferred) Strong facilitation, analytical, and report-writing skills Demonstrated independence with no conflict of interest relating to the project, implementing partners, or intended service providers Multidisciplinary teams combining climate resilience, livelihoods/market systems, social inclusion, cultural heritage, and financial/economic analysis expertise are encouraged.
