The Ministry Of Forests – Northeast Region Is Inviting Proposals From Qualified Environmental Consulting And Agrology Service Providers To Support Range Health And Ecological Monitoring Across The Northeast Region.The Project Will Provide Information Required To Support Consultation And Decision-Making Regarding The Compatibility Of Crown Grazing With The Exercise Of Treaty 8 Rights. Monitoring Results, Range Health Reporting, And Forage Supply Assessments Will Also Provide Information Requested By First Nations For Consultation Processes And Support The Development Or Amendment Of Range Use Plans (Rups), Range Developments, And General Tenure Management In Accordance With Objectives Established Under The Forest And Range Practices Act (Frpa).The Work Will Use Established Provincial Range Resource Assessment Procedures To Collect Baseline Information On Range Condition, Ecological Health, Forage Supply, Grazing Use, And Range Infrastructure. This Information Will Support Sustainable Grazing Management, Evaluation Of Rup Effectiveness, Treaty 8 Consultation, Range Use Planning, Tenure Management, And Cumulative Effects Assessments.Services Will Include General Range Monitoring, Multiple Field Visits Where Required, Forage Supply Assessments, Infrastructure Inventory And Digitization, And Preparation Of Summary Range Health Reports For Up To 50 Range Tenures Targeted For Rup Replacement Within The Next Two Years.The Tenure List May Be Subject To Minor Amendments, Additions, Or Adjustments Upon Mutual Agreement Between The Parties, Provided Such Changes Do Not Materially Alter The Overall Scope Of Work Where Current Monitoring Information Is Limited Or Operational Risk Is Considered Lower. The Contractor Will Coordinate Regularly With The Range Team, Utilize Ministry-Provided Tenure Information, Historical Monitoring Data, Mapping, And Previous Assessments Where Available. All Work Will Be Completed Using Accepted Range Management, Ecological, And Geospatial Practices Appropriate For The Northeast Region.The Scope Of The Work Includes:Collaborative Desktop Planning And Mapping Of Priority Areas;Field-Based Monitoring;Range Infrastructure Inventory, Verification And Digitization;Forage Supply Reviews With Carrying Capacity Estimates;Completion Of Range Health Reports And Range Use Plan Efficacy Assessments;Development Of Actionable Stewardship Strategies In Collaboration With The Range Agreement Holder To Improve Management Where Concerns Are Identifiedcontract Deliverables Must Meet Technical Standards For Ecological Monitoring And Include Actionable, Professional Recommendations.Proponents Must Include At Least One Registered Professional Agrologist (P.Ag) And Biologist (Rpbio).Capability For Off-Road Access (E.G., Atv, Utv, E-Bikes, Drones Or Horseback) Is Required.This Contract Offers An Opportunity To Support Both Environmental Stewardship And Reconciliation Goals In One Of Bc’S Most Active Range Management Regions.Anticipated Contract Term: October 5, 2026 To February 28, 2027.Eligibility Requirements:Field Safety Certifications (E.G., Off-Road Vehicle Training);Experience In Local Rangeland Ecology And Crown Range Practices;Strong Communication Skills With Stakeholders And Range Tenure Holders (Preferred).
