Duration: From contract signature through December 31, 2027. Contract Ceiling: USD 58,400 (Result-Based, Lump-Sum). Key Qualifications: Legally registered entity with at least 7 years of experience in research, MEAL, and market assessments; proven track record in digital economy, youth employment, or social protection; experience with vulnerable populations in Lebanon; and strong technical/managerial capacity. Consultancy Overview The assignment focuses on designing and implementing a robust Monitoring, Evaluation, Accountability, and Learning (MEAL) framework to measure the impact of the DSE Project, which aims to enhance digital skills, job placement, and income generation for vulnerable youth, refugees, women, and social safety net beneficiaries across Lebanon. Key Deliverables: Inception Report & Evaluation Framework: Establishes initial methodology, tools, and indicators. Market Assessment: Evaluates labor market supply/demand, skill gaps, employer needs, and economic feasibility. Baseline Assessment: Captures starting benchmarks and demographic/socioeconomic baselines. Midline Assessment: Tracks ongoing implementation efficiency and project progress. Endline Assessment: Measures final overall impact, sustainability, and key lessons learned.
