Tenders are invited for Website Development for the Green Plan. Closing Date: Monday, 05. Oct 2026 Intervention Sector(s): Communications & Media Remuneration range: 5000 to 6000 (USD) Duration of Contract: Four months I. Background The Republic of Lebanon (the Borrower) represented by the Council for Development and Reconstruction (CDR) has received a loan from the International Bank for Reconstruction and Development (IBRD) in the amount of US$ 200 million toward the cost of the Green, Agri-food Transformation for Economic Recovery Project (GATE) The GATE Project aims to improve the resilience of farmers and Small and Medium Enterprises (SMEs) in the Lebanese agri-food sector. The project is designed to facilitate access to finance, support climate-smart investments, and restore critical infrastructure services to sustain and enhance the agricultural value chain. Through targeted interventions, it seeks to increase agricultural productivity, strengthen food security, and promote sustainable economic growth. The project is structured into key components focusing on value chain investments, infrastructure development, enabling regulatory improvements, and knowledge management. The Project is structured into five main components, each designed to strengthen the resilience of Lebanons agri-food sector and support farmers and SMEs: · Component 1: Climate Smart Investments in Agri-food Value Chains · Component 2: Climate-Smart Infrastructure and Services for Agri-Food Sector Development · Component 3: Improving the Enabling Environment and Restoring Support Services for Agri-food Sector Development · Component 4: Project and Knowledge Management · Component 5: Contingency Emergency Response Component The Green Plan has been delegated by the CDR to implement and manage the Subcomponent 2.1. This sub-component Improving rural community infrastructure for agriculture (US$28 million) involves investments in climate-smart infrastructure and services. The Green Plan will work closely with municipalities and stakeholders to develop and prioritize projects such as hill lakes, road rehabilitation, and irrigation improvements. To improve outreach and public communication, transparency, stakeholder engagement, information disclosure, grievance management, and dissemination of project 1achievements, the Green Plan intends to develop a modern, secure, multilingual, and user-friendly website serving both institutional for Green Plan and Gate project and project-related needs. The Consultant shall be responsible for the design, development, deployment, hosting, training, maintenance, and technical support of the website, including full transfer of ownership and operational control to the Green Plan. II. Objective of the assignment The objective of this assignment is to design, develop, and deploy a secure, scalable, and user-friendly website that: ® Promotes Green Plan programs and activities and Gate Project activities ® Serves as the official communication platform for the Green Plan, including the webpage development of GATE Project; ® Ensures public access to project information, progress reports, ® Enhances stakeholder engagement and communication by providing access to project information, updates, and communication channels. ® Facilitates grievance management by enabling stakeholders to submit grievances through a dedicated Grievance Redress Mechanism (GRM); ® Enables efficient internal content management by non-technical staff. III. Scope of Services The Consultant shall provide all services required for the successful implementation of the assignment, including but not limited to: requirements analysis, system design, UX/UI design, prototyping, system development, CMS implementation, configuration of functional modules, integration of dashboards, GIS and external systems, testing and quality assurance, deployment and go-live support, training and capacity building, warranty, maintenance, technical support, and preparation of all documentation and handover materials required for final acceptance. The assignment shall be implemented in the following phases: - Phase I: Requirements Analysis and System Design - Phase II: System Development and Configuration - Phase III: Testing, Deployment, and Go-Live - Phase IV: Training and Capacity Building - Phase V: Warranty, Maintenance, and Technical Support These phases describe the implementation sequence only and shall not be interpreted as payment milestones. IV. Tasks and Responsibilities 1. Bilingual Website Implementation The Consultant shall ensure that the website is fully available in Arabic (RTL) and English (LTR). The Consultant shall ensure that the CMS supports independent content management for each language. The Green Plan/GATE PMU will provide the Consultant with all approved institutional, technical, and project-related content available in Arabic and/or English, together with the relevant documents, photographs, publications, and visual materials. The Consultant will be responsible for conducting a content inventory; reviewing, editing, formatting, and migrating the approved content; and providing professional human translation and proofreading for any missing Arabic or English versions. Automatic machine-generated translation without professional review will not be accepted. All final content and translations shall be reviewed and approved by the Green Plan/GATE PMU before publication. The selected Consultant shall, as part of its financial proposal, propose a provisional allowance for content migration and translation based on its assessment of the anticipated requirements. For planning purposes, the allowance may cover up to 50 standard content pages, approximately 30,000 source words, 100 downloadable documents, and 200 photographs or other media files. The final quantities shall be confirmed through a detailed content inventory during the inception phase. The Consultant shall provide unit rates for translation and content migration exceeding the quantities included in the provisional allowance, to be applied to any additional quantities requested and approved by the Client The Consultant shall ensure that the website functions optimally across desktop computers, laptops, tablets, and smartphones. The website shall be fully responsive and comply with WCAG 2.1 Level AA accessibility standards, including keyboard navigation, screen reader compatibility, alternative text, accessible forms, and adequate color contrast. Responsive design shall be mandatory. The selected Consultant shall include in its financial proposal a provisional allowance covering up 3. Content Management System (CMS) The Consultant shall implement a secure, scalable, and extensible CMS enabling full content management by non-technical users. The CMS shall ensure full ownership by the Client, including source code, database, configurations, and documentation, with no vendor lock-in. It shall support structured multilingual content, workflow management (draft, review, approval, publishing), version control, rollback, role-based access control, and audit trails. Minimum roles shall include: Super Administrator, Administrator, Editor, Approver, and Viewer. The CMS shall expose secure APIs to support integration with dashboards, GIS, and external systems, and comply with OWASP security standards. 4. Functional Requirements The Consultant shall be responsible for the design, development, implementation, and configuration of the following functional modules: - Home Page (dynamic content, highlights, statistics, announcements) The Home Page shall provide a dynamic entry point to the website and shall present key institutional content, including announcements and highlights, featured projects, latest news, key project statistics and indicators, media highlights in the form of photos and videos, and quick access links to the main sections of the website. - Institutional Pages (Green Plan and GATE Project information) The website shall include structured institutional pages covering the Green Plan and the GATE Project. The Green Plan pages shall present information on the mission, mandate, strategic objectives, organizational structure, and regional presence, while the GATE Project pages shall present the project description, objectives, components, beneficiaries (number, gender, ), and progress updates. All institutional content shall be fully managed through the CMS and available in multiple languages. - News and Events Module (search, tagging, categorization) The website shall include a News and Events section for the publication and management of news articles, press releases, and events. The section shall support categorization, tagging, search functionality, and content archiving. - Document Library (searchable repository with filters and downloads) The website shall provide a CMS-managed document repository enabling the publication and organization of official documents, including procurement notices in accordance with the applicable procurement requirements, environmental and social documents, progress reports, studies, technical documents, policies, and publications. The system shall allow users to search, filter, preview, and download documents. - Media Center (photos, videos, downloadable assets) The website shall include a Media Center for the management of multimedia content, including photo galleries, video galleries, and downloadable media assets.
