OVERVIEW Title and brief description of the requirement Oxfam is seeking a qualified supplier to supply and deliver 210 solar PV panels for the South Lebanon Water Establishment (SLWE) Warehouse in Saida. Deadline for submission of offers 7 September 2026 Specific considerations BACKGROUND AND CONTEXT Oxfam is a global movement of people, working together to end the injustice of poverty. Oxfam has been working in Lebanon since 1993. We provide humanitarian assistance to vulnerable people affected by conflict, and we promote economic justice and good governance, and womens rights. Oxfam also works with local partners to contribute to the protection and empowerment of marginalized women and men. SPECIFICATION OF GOODS REQUIRED Content of works Supply and delivery of 210 monofacial solar PV panels, each rated at not less than 610 Wp, with a total nominal DC capacity of not less than 128.10 kWp. The panels shall comply with the following minimum technical requirements: Module type: Monofacial monocrystalline solar PV module. Rated maximum power Pmax: Not less than 610 Wp. Open-circuit voltage Voc: Approximately 52.27 V. Maximum system voltage: 1500 VDC. Panels shall be new and unused. All panels supplied shall be of the same manufacturer, model, rating, and electrical characteristics. Manufacturer datasheets shall be submitted with the offer. Manufacturer warranty documentation shall be provided upon delivery. The proposed panel model shall be submitted for approval before supply. The supplier shall include transportation, loading, unloading, and delivery of all panels to Jumayjmeh pumping station. Submission instructions Quotations and applications must reach Oxfam no later than 7 September 2026, 12:00pm Lebanon time.
