The Subject Of The Public Order Is The Construction Of A Climate-Resistant Living Laboratory In Podluží, Which Will Connect 13 Municipalities Of The Region Into A Unified System Of Smart Infrastructure. The Laboratory Will Create An Open And Modular Environment For Testing And Validating Innovative Technologies In The Areas Of Climate Mitigation And Adaptation, I.E. Energy, Water Management, Waste Management, Mobility, Public Lighting, Greenery And Digital Services. A Key Element Will Be The Emos Central Data Platform, Which Will Enable Data Integration, Predictive Infrastructure Management And Simulation Of Crisis Scenarios Across The Entire Region. The Project Will Become A Model Example For Other Czech And European Regions. After Implementation, An Integrated Innovation Ecosystem Will Be Created In Which All Municipalities Will Be Connected Via The Emos Platform. The Region Will Turn Into A Living Laboratory Capable Of Testing And Evaluating Technologies At Different Scales – From A Small Village To A Larger Town – And Providing Quality Data As Well As A Unique Environment For Research And Practice. Municipalities Will Gain The Ability To Predictably Manage Their Infrastructure, Effectively Face Crisis Situations And Achieve Significant Savings In Energy, Water And Waste. The Podluží Region Will Become A Region In The Czech Republic That Can Solve Climate Challenges In Synergy And Multidisciplinarity - By Connecting Municipalities, Companies, Universities And Citizens. This Will Turn The Region Into An Open Playground For The Technological And Procedural Development Of Public Administration, Which Will Be An Inspiration For Other Areas As Well. The Public Contract Consists Of 3 Scopes Of Performance:I. Circuit:I. And Emos Of The Podluží Region - (Energy Management And Optimization System) For Selected Municipalities Of The Podluží Region. The Object Is To Realize The Open Architecture Of The Podluží Region As A Regional Data, Integration And Control Layer For The Future Development Of Community Energy, Property Management And Digital Technology Management In Municipalities.I.B Emos Of The Village Of Kostice (Energy Management And Optimization System - System Of Energy Management And Optimization). The Subject Is To Implement The Pilot Part For The Municipality Of Kostice, Specifically The Deployment Of The Data Intelligence Module (Advanced Analytics) And The Deployment Of Autonomous Management Of Selected Technologies And Resources.The Kostice Pilot Is Intended To Serve As A Reference And Demonstration Part Of The Entire Project. The Pilot Mainly Includes Advanced Analysis Of Consumption And Inefficiencies, Reporting, Simulation Of Measures And Autonomous Management Of Selected Technologies, Especially Pv, Storage Elements, Micro-Cogeneration, Reserved Maximum And Other Technologies.If, Within The Framework Of Part I.A Emos Of The Podluží Region, The Supplier Designs And Implements A Technical Or Technological Solution Of The Emos Of The Podluží Region, Which Will Not Be Fully Compatible With The Existing Emos Solution In The Municipality Of Kostice, He Is Obliged To Provide The Municipality Of Kostice With An Appropriate Technical Or Technological Solution Of The Emos Kostice, Including Its Delivery, Implementation, Configuration And Commissioning, So As To Ensure Full Compatibility Of The Emos Systems Of The Podluží Region And Emos Kostice.Ii. Scope: Activity Of An Energy Consultantthe Subject Of This Circuit Is The Provision Of A Professional Energy Consultant For The Area Of Municipal Energy. The Energy Consultant Will Methodically Guide The Municipality, Or Other Authorized Persons From The Municipality Or The Podluží Region, In The Creation Of An Energy Concept And In The Implementation Of A Practical Energy Management System.Part Of The Performance Is Also Practical Training Of A Designated Person From The Municipality And The Podluží Region To Work In The Emos System, Or In Another Similar Energy Management System Used By The Contracting Authority, In The Scope Of 250 Hours. Iii. Area: Investment Activities Of The Municipality Of Kosticethe Goal Is To Create An Operationally Safe, Energy-Efficient And Long-Term Serviceable Local Energy Unit, In Which Mar Will Have Superior Control Over The Production Of Electricity And Heat, Accumulation, Consumption And The Interconnection Of Existing And New Technologies. The Solution Must Be Open For Future Development, Not Dependent On The Exclusive Remote Access Of The Manufacturer, And Must Provide The Municipality With Complete Operational Data, Configuration And Mar Control Documentation. It Includes Solving The Following Areas:• A Central Source Of Heat For The Solved Municipal Buildings With Preparation For The Future Connection Of Sokolovna;• Combined Production Of Electricity And Heat In Kgj And Coordinated Operation Of Bivalent Sources;• Use Of Heat In The Heating System And Tv, Accumulation And Safe Measurement Of Surpluses With A Dry Cooler;• Integration Of Kgj, Boilers, Fve, Bess, Meters And Other Related Technologies Into The Joint Mar/Asř Control System;The Subject Of The Public Contract Is The Obligation Of The Contractor To Provide Planned Service And Ordered Non-Warranty Work For A Period Of 60 Months From The Acceptance Of The Work To The Extent And At Prices According To Appendix No. 8 Binding Price And Contract Forms For Evaluation Criterion C. Model Quantities Are Used To Compare Offers; The Actual Number Of Engine Hours, Trips And Ordered Hours Is Not Guaranteed By The Contracting Authority. Prescribed Service Operations Will Be Paid According To Actual Operation And Binding Unit Prices.
