Tenders are invited for Human Resources Management System Service Location: Gaza Strip, Bethlehem, Hebron, Jenin, Outside Palestine, Remote Jobs 1. BACKGROUND & CONTEXTQADER for Community Development is a Palestinian non-profit, non-governmental organization established in 2008, operating across the West Bank and Gaza Strip, with its main office located in Beit Jala and regional branch offices in Hebron, Jenin, and Gaza. QADER focuses on the empowerment and social/economic inclusion of Persons with Disabilities (PwD) through influencing public policies, developing capacities of relevant stakeholders, promoting public awareness and inclusive community practices, and promoting economic empowerment of Persons with Disabilities (PwD).Currently, QADER employs approximately 50 employees distributed across its multiple operational locations. The workforce comprises diverse employment structures, including full-time, part-time, fixed-schedule, and flexible/variable-hours. To streamline human resources management, QADER seeks to subscribe to an established, ready-made, cloud-based Software-as-a-Service (SaaS) Human Resources Management System (HRMS) that accommodates varied employment conditions and seamlessly connects field and office staff through a flexible per-user subscription model. 2. PURPOSE AND OBJECTIVESQADER seeks to subscribe to an established cloud-based HRMS on a monthly per-user subscription basis. The primary objective is to automate HR operations, reduce manual paper-based processes, and centralize employee data management. The system will improve operational efficiency, support accurate project-based time allocation (timesheets), facilitate self-service access for all staff, and ensure full compliance with Palestinian Labor Laws and organizational policies. 3.
