Expression of Interest are invited for Montenegro - Global Cross-Country Study on Childcare The World Bank (WB) launched the Invest in Childcare initiative in 2022 to expand and improve the quality of WB investments in childcare. Expanding access to quality, affordable childcare is among the most important investments that countries can make to build human capital and accelerate equality. Investments in childcare can yield multi-generational impacts by improving womens economic empowerment, child outcomes, family welfare, business productivity, and overall economic growth. The scale of the childcare challenge is enormous and both access and quality need to be improved: an estimated 43 percent of all children below primary-school-entry age worldwide - 350 million children - need childcare but do not have access. 606 million women (and 41 million men) are estimated to be unavailable for employment due to childcare constraints. The World Bank is conducting a cross-country global study on childcare in 10+ countries to understand to what extent childcare is currently available, affordable, of good quality and meeting the needs of families, and where the opportunities may be to expand access and improve systems. The objectives are to: · Generate comparable data on childcare across countries to increase the understanding of the childcare sector globally and potential for growth. · Inform dialogue, policy reforms and investments in childcare, globally and in specific countries. · Increase the number of countries with ROI estimates for increasing womens employment through childcare services. The work will be carried out through a mixed-methods approach, in nationally representative samples (or at the State/Province level for countries that are doing sub-national studies), comprising three core components: (i) demand-side assessment; (ii) supply-side assessment; and (iii) enabling environment review.
