The Development Of The Funkenbergquartier Ost Will Have Significant Traffic Impacts. In Addition To Providing Evidence Of Functioning And Safe Access To The Project Area Itself For All Road Users Such As Pedestrians, Cyclists, Users Of Motorized Private Transport As Well As Rescue, Supply And Disposal Vehicles, Arrival And Departure Traffic Generated By The Project Has A Significant Influence On Traffic Events In The Immediate And Wider Area. Proof Of A Functional And Safe Development Within And Outside The Area Is The Basis For The Development Of The Project, As It Is, Among Other Factors, Crucial For The Practical Implementation And The Land-Use Planning Consideration Process. In The Course Of Drawing Up The Development Plan No. 238 -Baumstrasse/Schüchtermannstrasse-, Which Is, Among Other Things, The Basis For The Legal Admissibility Of The University Of Police And Public Administration Located In The Western Funkenbergquartier, A Traffic Study Was Carried Out The Above-Mentioned Aspects For The Area And The Traffic Impacts Of The Hspv Were Considered. Part Of This Traffic Study Also Included Consideration Of The Effects Of The Development Of The Funkenbergquartier Ost Based On The Planning Status At The Time. As A Result, The Present Traffic Study On Development Plan No. 238 States That The Handling Of The Additional Traffic Induced By The Funkenbergquartier West And East Is Possible By Implementing Comprehensive Renovation Work On The Access Facilities In Herne Mitte Around The Herne Train Station And Assuming A Reduction Of The Motor Vehicle Share Of Traffic By 30%. However, The Basic Assumptions Regarding Area Sizes And Uses In The Funkenbergquartier Ost Are Now Much More Extensive Than Originally Assumed. In The Meantime, The Development Of The Company Premises Of The Former Knipping-Dorn Screw Factory And Adjacent Areas To The Northwest Of The Project Area Has Been Further Qualified Or Initialized. These Developments Must Also Be Reconsidered For A Complete And Proper Consideration Of The Traffic Aspects. This Makes A New Traffic Investigation Necessary In Order To Provide Evidence Of The Above Criteria.
