The Work Must Have A High Artistic Value, Modern Plastic Culture And Be In Accordance With The Orthodox Canon, While Allowing An Authors Interpretation Of The Monumental Silhouette. 4. Materials And Technical Requirements Main Material Of The Figure: Bronze (Suitable For The Specific Marine Climatic Conditions And Corrosion). Durability: The Structure Must Be Engineered For High Wind Loads Typical Of The Coastal Area. 5. Requirements For Competition Materials (For Participants) According To An Approved Conceptual Architectural-Situational Plan, Professional Authors (Sculptors And Architects) Must Present: Scale Model: 1. A Sculptural Model Of The Figure Made Of Durable Material (Plaster, Polymer Resin, Clay, Wood, Metal, Cardboard, Recycled Materials, Etc.), Placed On A Pedestal Made Of Suitable Material, In A Scale Of 1:10, To Show The Authors Plastic Culture And Anatomical Precision. The Pedestal Must Correspond To The Conceptual Project Presented. 2. Explanatory Note: Authors Concept; Description Of The Planned Way For Artistic And Technical Further Development Of The Project; Technology And Materials For Making A Sculptural Model In Real Size (Positive) And The Necessary Technological Forms/Molds Suitable For Subsequent Bronze Casting; An Indicative Value Rationale For The Performance Of This Service. The Indicative Justification Does Not Constitute A Price Proposal In The Subsequent Negotiation Procedure. The Total Estimated Value Of The Project Competition Is Eur 100,000 Excluding Vat And Is Determined In Accordance With Art. 80, Para. 3 Ppa As The Sum Of The Awards And The Estimated Value Of The Public Contract For A Service That Can Be Awarded Through A Negotiated Procedure Without Prior Notice. 1. Total Amount Of The Prize Fund: Eur 5,000 Excluding Vat, Distributed As Follows: First Prize: €2,500 Award For The Best Concept And Model: The Amount Covers The Authors Costs For Materials (Clay, Resin, Silicone Molds) And Rewards Intellectual And Creative Work. The Organizer Buys The Model. Second Prize: 1,500 Euros Cash Prize For The Runner-Up And Redemption Of The Model For The Fund Of The Municipality Of Nessebar (Or The Local Museum). Third Prize: 1000 Euros A Financial Incentive For Third Place Covering The Base Cost Of Project Materials. 2. Estimated Value And Maximum Financial Resource For The Follow-Up Service: Eur 95,000 Excluding Vat. The Final Technical, Financial And Contractual Terms, Including The Execution Price, Will Be Subject To Negotiation In The Subsequent Procedure. The Price Cannot Exceed 95,000 Euros Without Vat. The Provision Of Subsequent Negotiation Does Not Create An Unconditional Obligation For The Contracting Authority To Enter Into A Contract. A Contract Is Concluded When Agreement Is Reached On The Terms Of Implementation And When Financing Is Secured.
